Inaugural Meeting of the 1980--82 Council
of the Town of Newcastle held at 7 p.m. on
Monday, December 1 1980 in the Council
Chambers, 132 Church Street, Bowmanville
Present were: Mayor Garnet B. Rickard
Councillor Ann Cowman
Councillor Diane Hamre
Councillor Marie Hubbard
Councillor Maurice Prout
Councillor Bruce Taylor
Councillor Edward. R. Woodyard
Town Clerk, Joseph M. McIlroy
Also present: Mr. A. C. Guiler, Town Manager
Mr, 7. A. Fanning, Director of Community Services
Mr. D. Smith, Director of Planning
Mr- J. Dunham, Director of Public Works
Mr. K. Degroot, Treasurer
w Swearing In His Worship Mayor Rickard and Members of Council took the
Ceremon
Y Declaration of Elected Office and Swore the Oath of
Allegiance before the Town Clerk, Joseph M. McIlroy,
Mayor Rickard assumed the Chair.
Invocation The Reverend David Spivey, Newcastle United Church led i
Short religious service and was thanked by Councillor Hamrea
on behalf of Council.
Among those present in the Council Chambers were:
Mr. Walter Beath, Regional Chairman, Mr. Keith Shackelton,
representing the Northumberland and Newcastle Board of
Education and Mr. Kevin Morris, representing the Peterborough-
Victoria, Northumberland and Newcastle Roman Catholic Separate
School Board, who all made short addresses.
Mayor Rickard read messages from Mr. Allan Lawrence, M.P. ,
ZF and Mr. Sam Cureatz, M.P.P, regretting that they could not
be in attendance and expressing good wishes to Council.
Mayor Rickard made an address followed by remarks from each
Member of Council.

Committee be appointed to the Striking Committee.

By-Law THAT leave be granted to introduce By-Law 80-158 being a by-law
80-158 to appoint Acting Mayors and that the said by-law be now read
a first time.
