Fanning, Director of Community Services s;< Resolution #C-80-1181 Moved by Councillor Barr, seconded by Councillor Prout Council THAT the minutes of Council meeting held on September 8 1980 Minutes be approved as read. "CARRIED" Delegations: Mr. Andrew Orr appeared before Council with regard to the application of Ridge Pine Park Inc. for rezoning for a mobile home development for senior citizens. Mr. Orr requested that the application be referred to sub-committees for discussion with regard to financial considerations and the form of development agreement and zoning by-law. "CARRIED" Resolution #C-80-1187 Moved by Councillor Cowman, seconded by Councillor Clarke Bowmanville THAT the letter dated September 8 1980 from the Bowmanville Museum Museum regarding grants to fund the restoration and development projects of the museum be referred to the Treasurer to report to the Finance and Administration Committee. "CARRIED" Resolution #C-80-1188 Moved by Councillor Holliday, seconded by Councillor Clarke International THAT the letter dated July 28 1980 from the International Great Lakes Great Lakes Levels Advisory Board be referred to the Town Levels Advisory Clerk to fill in the questionnaire. "CARRIED" Resolution #C-80-1190 Moved by Councillor Holliday, seconded by Councillor Hobbs Local THAT the letter dated August 22 1980 from the Ministry of Boards of Intergovernmental Affairs regarding Area Meetings of local Health Boards of Health be received for information. �w "CARRIED AS AMENDED" Council Minutes -4- September 22 1980 Resolution #C-80-1191 Moved by Councillor Cowman, seconded by Councillor Holliday THAT the foregoing resolution be amended to provide that the Regional Finance Department be asked to attend the meeting in anticipation of reporting back on financial implications which may result. "CARRIED" Resolution #C-80-1192 Moved by Councillor Holliday, seconded by Councillor cowman A.C.R.O. THAT the notice from the Association of Counties and Regions Seminar/ of Ontario regarding a one-day seminar on Energy Conservation Workshop be received and that the Town Manager appoint one member of staff to attend the meeting subject to budget accommodations and that the staff member submit a written report to Council. "CARRIED" Resolution #C-80-1193 Moved by Councillor Prout, seconded by Councillor Clarke Budget THAT the letter dated September 8 1980 from Mr. Harry Irwin deficit regarding budget deficit be received for information. "CARRIED AS AMENDED" Resolution #C-80-1194 Moved by Councillor Holliday, seconded by Councillor Hobbs THAT the foregoing resolution be amended to provide that Mayor Rickard be requested to reply to Mr. Irwin's letter after submitting a copy to members of Council for possible comments. "CARRIED" Resolution #C-80-1195 Moved by Councillor Hobbs,seconded by Councillor Holliday Orono THAT Council concur with the request of the Durham Central Fair Agricultural Society contained in their letter dated Horse September 15 1980 to permit horse racing at the Orono Fair Racing on September 13 1981. "CARRIED" S k '._ Council Minutes -5- September 22 1980 Resolution #C-80-1196 Moved by Councillor Holliday, seconded by Councillor Clarke Clarke THAT the letter dated September 11 from Mr. John Stone Cemetery Chairman of the Clarke Cemetery Board regarding removing of Board monuments from the old Orono Cemetery be received and that it be acknowledged with thanks and the request be approved subject to budget accommodations. "CARRIED" Resolution #C-80-1197 Moved by Councillor Holliday, seconded by Councillor Clarke r Proposed THAT the letter dated August 28 1980 addressed to Mr. E. A. Amendment Goodman, Q. C. by the Ministry of Housing be referred to No. 24 the Director of Planning for a report to the Planning and Region of Development Committee. Durham "CARRIED" Resolution #C-80-1198 Moved by Councillor Holliday, seconded by Councillor Hobbs Storm THAT the letter dated September 12 1980 from the Ganaraska Water Region Conservation Authority regarding Storm Water Management Management Study be referred to the Director of Public Works Study to report to the next meeting of the Public Works Committee. S. McLaughlin of the Board Ministry of Consumer and Commercial Relations with a request that this matter be approved no later than October lst so that the cairn may be built by that time, and that a copy of the Town's resolution #C-80-1196 be also sent. "CARRIED" Councillor Prout presented a petition from residents of Lamb ' s Lane," Bowmanville regarding poor street lighting. � Resolution #C-80-1217 Moved by Councillor Prout, seconded by Councillor Holliday Lamb's THAT the petition be referred to the Public Works Director for Lane a report to the Public Works Committee and a copy be sent to petition the Hydro Electric Commission for their comments. "CARRIED" Council Minutes _10- September 22 1980 Resolution #C-80-1218 Moved by Councillor Hobbs, seconded by Councillor Prout Buses THAT the matter of buses parking on King Street East causing Parking on possible traffic hazard be referred to the By-Law Enforcement King Street East Officer to report back to Council. "CARRIED" Resolution #C-80-1219 Moved by Councillor Hobbs,seconded by Councillor Prout Loitering THAT the Town Clerk have a by-law prepared with regard to By-Law loitering and that this by-law be used only on a complaint basis. "CARRIED" Resolution #'C-80-1220 Moved by Councillor Cowman, seconded by Councillor Holliday Community THAT the matter of insurance on Community Centre buildings Centre be discussed at the next meeting of the Finance and Insurance Administration Committee. "CARRIED" Resolution #C-80-1221 Moved by Councillor Hobbs, seconded by Councillor Barr Select THAT Councillor Holliday be authorized to present part of the Committee brief which was submitted to the Atomic Energy Control Board on to the meeting on Energy at Port Hope on Septembet 23 1980. Energy "CARRIED" Resolution #C-80-1222 Moved by Councillor Hobbs, seconded by Councillor Holliday Water THAT authority be given for staff to present a brief to the supply meeting of the Board of Education requesting a hook-up from Darlington M. J. Hobbs School to Darlington Arena for water supply. Arena "CARRIED" ", Bicycle Mayor Rickard requested the Town Clerk to review the By-Law operation of the bicycle by-law at the Finance and Administration Committee meeting.
