THAT Report TR-45-00 be received; 2. THAT Balterre Contracting Ltd., Peterborough, Ontario, with a revised total bid in the approximate amount of $993,349.83 (including G.S.T.), being the lowest responsible bidder meeting all terms, conditions and specifications of Tender CL2000-4, be awarded the contract for Nash Road Reconstruction, Courtice as required by the Department of Public Works; 3. THAT funds in the amount of $83 8,25720 be drawn from the Development Charge - Roads and Related Reserve Fund per approved September 1999 Development Charge Policy and Page 178 of 2000 Capital Budget; 4. THAT the funds in the amount of $178,461.00 be drawn from 2000 Public Works Department approved Capital Budget Account #7205-00002-0261; 5. THAT the remaining non development charge funds in the amount of $83,281.90 be reallocated from the deleted locations in the 2000 Public Works Hot Mix Paving Contract - Report TR-46-00. ($68,000 from Roads Contribution Reserve Fund for Green Road and Martin Road and $15,281.80 for Boundary Road, Pages 193, 198 and 188 of 2000 Capital Budget); and 6. THAT the attached By-law marked Schedule "A" authorizing the Mayor and Clerk to execute the agreement be approved. 833 . REPORT NO.: TR-4S-00 PAGE 2 BACKGROUND AND COMMENT: Tender specifications were provided by Totten Sims Hubicki Associates for the reconstruction of Nash Road, Courtice as required by the Department of Public Works. Tenders were advertised in the local papers, as well as the Daily Commercial News. Subsequently, tenders were received and tabulated as per Schedule "B" attached. The Municipality of Clarington's portion of the total project cost including Project Administration, as detailed in the letter from Totten Sims Hubicki Associates marked Schedule "C", is estimated at $1,100,000.00. Included in the total tendered price is work to be completed on behalf of the Region of Durham for which they will be invoiced separately. As the total Municipal required funds of $1,100,000 exceeds the budget allocation, the Development Charge financing ratio has been adjusted in accordance with the approved September 1999 Development Charge Policy to $838,257.20 and $178,461 from the tax levy as approved in 2000 Capital Budget on Page 178. It is recommended that the remaining non development charge funds in the amount of $83,281.80 be reallocated from the deleted 2000 Public Works Hot Mix Paving contract as outlined in Report TR-46-00. In accordance with Council's approval of Public Works Report WD-31-00 on June 26, 2000, the sidewalk on the north side of Nash Road was removed from the contract; therefore, reducing the total contract value by approximately $40,000. The cost overrun is addressed in the attached letter from Totten Sims Hubicki Associates. The low bidder has previously performed satisfactorily for the Municipality of Clarington in recent years. The Treasurer has reviewed the funding requirements and concurs with the recommendations. Queries with respect to department needs, specifications, etc., should be referred to the Director of Public Works. 834 < ,. Gcorgc Street, Ontario Street and Brown Street for the Municipality of Clarin/,'!on in 1998. Thcy performed to an acceptable standard. In 1999, they completed the reconstruction of Grand Road and County Road 30 in Campbellford and they are currenUy reconstructing George Strect in Cobourg. Tbese projects were similar in nature to Ule subject COlllract and references contacted indicated that their performance was gO<ld. This work was included in the contract as a result of input received from the Puhlic at a project Information Centre. In addition. as a result of lhe recent Onlario Municipal Board Decision approving development of the Glenvicw Neighbourhood, stmm scwers on Nash Road have been oversized to accommodate the future reconstruction of Fourth Street, Westmore Street, Jane Street, Lynwood Avenue and G1enview Drive. The additional money required 10 fund the reconstruction of Nash Road will be obtaineti by reptioritizing other projects hudgeted for 2000 and by transferring savings from some previously tendered work.
