SUBJECT: APPOINT~ENT OF INDIVIDUALS AS PARKING ENFORCE~ENT OFFICERS
Recommendations:
It is respectfully recommended to Council, the following;
1. THAT Report CD-45-00 be received; and
2. THAT the persons listed on Schedule "A" of the attached By-law, be appointed as Parking
Enforcement Officers for the private properties noted in the Report
3. THAT By-law 97-236 be repealed.
4. THAT Group 4 Securities Limited be advised of Council's actions.
BACKGROUND:
For several years, Group 4 Securities Limited has provided private property parking enforcement on
certain properties within the Municipality, These officers deal strictly with parking infractions at 1414
King Street, West, Parkwood Village on Nash Road, 2800 Courtice Road and 72 Martin Road. Over
time they have changed staff and it is now necessary to delete the old list of officers and appoint new
ones.
Once appointed, the officers would receive appropriate instruction and be sworn in as Enforcement
Officers by the Municipal Clerk.

BY-LAW
Being a By-law to appoint individuals as Parking
Enforcement Officers for private properties,
And to Repeal By-law 97-236
'WHEREAS Section 20 of the Police Services Act R.8.0. 1990, Chapter P15, Section 15(1)
Authorizes a Council of any Municipality to appoint one or more By-law Enforcement
Officers who shall be Peace Officers for the purpose of enforcing the By-laws of the
Municipality;
AND WHEREAS the Council of the Corporation of the Municipality of Clarington deems it
desirable to appoint members of the staff Group 4 Securities Limited as Parking Enforcement
Officers for the sole purpose of enforcing the By-law on certain properties located in Clarington.
NOW THEREFORE the Council of the Corporation afthe Municipality ofClarington enacts
as follows:
t. Those persons named on Schedule "A", which is hereinafter attached and fonning part
of this By-law, are hereby appointed as By-law Enforcement Officers for the sole
purpose of enforcing the Traffic By-law of the Municipality ofClarington on private
properties located at 1414 King Street, West, Highway 2, Courtice, NCe #5, Parkwood
Village, Nash Road, Courtice and NeC #2, 72 Martin Road. Bowmanville.
2. By-law 97-236 is hereby repealed.
