THAT Report TR-25-00 be received for information. Background and Comments: At the Council meeting held on April 25, 2000, Council referred the following Resolution to staff for review and report: "WHEREAS cultural clubs and non profit halls were previously assessed for property taxes under residential rates; and WHEREAS present legislation has changed the assessment class applied to culture clubs and non profit halls form residential to commercial; and WHEREAS this change has resulted in property tax increases to cultural clubs and non profit halls in the order of 2 to 2.5 times more than previous; and WHEREAS this additional cost results in significant losses in funding available for local worthy causes; THEREFORE BE IT RESOLVED that Weiland City Council petition the Province of Ontario to amend assessment legislation to include cultural clubs and non profit halls in the assessment classification for non profit serve organizations and non profit private clubs for the purposes of exempting cultural clubs and non profit halls from paying commercial tax rates; and 801 ~ ~ - . - r . TR-25-00 Page 2 THAT this resolution be circulated to AMO and all municipalities in the Province of Ontario for their endorsement." Staff inquired into this issue and contacted the Clerk of the City of Weiland, who advised that they had no background information prior to passing this Resolution. Staff received a newsletter from Ontario Property Assessment Corporation dated April 19, 2000, updating current issues. Included was a list of assessment related issues for the provincial government to clarify. They are requesting a clear definition of what constitutes a "service organization", "non-profit private club" and "ski resort". Based on this, it appears that the issue is still under review by the Ontario Property Assessment Corporation and any analysis is premature at this time. Reviewed by: arie A.
