THAT Report TR-24-2000 be received; 2. THAT Duncor Enterprises Inc, Barrie, Ontario, with a total revised bid in the amount of $398,888.76 (including G.S.T.), being the lowest responsible bidder meeting all terms, conditions and specifications of Tender 2000-8, be awarded the contract to supply and apply Surface Treatment and to provide for Asphalt and Surface Treatment Pulverizing, to various roads as required by the Municipality of Clarington. 3. THAT Walsh Road and Rundle Road be deleted from the contract thereby reducing, the total tender amount from $468,005.16 to $398,888.76; 4. THAT, should the tendered amount of the Co-operative Tender for Hot Mix Paving (not yet issued) be less than estimated, that the remaining funds be reallocated to Tender CL 2000-8 and that staff be authorized to add Walsh Road and Rundle Road back into the contract provided the total funds expended not exceed the total of $895,000.00 ($655,000.00 Pavement Resurfacing and $240,000.00 CL 2000-8) allocated for both projects; and 5. THAT the funds required be provided from the Public Works 2000 Budget Account #7208-00441-0261 and 7205-01003-0261; FORTHWITH. 818 'r--'- /" ~ $ .,. REPORT NO.: TR-24-OO PAGE 2 BACKGROUND AND COMMENT Tender CL 2000-8 was advertised and issued with bids being received and tabulated as follows: BIDDER TOTAL BID AMOUNT Duncor Enterprises $468,005.16 Barrie, ON , Miller Paving $493,688.37 Markham, ON Royel Paving Limited $508,834.22 Lindsay, ON The unit prices bid represent an average 56% increase for liquid emulsion and a 35% increase for pUlverizing over those bid for the 1999 contract. The increase is largely due to the recent drastic increases in fuel and asphalt. It is therefore recommended that Walsh Road and Rundle Road be deleted from the contract resulting in a reduced Tender price of $398,888.76. Note, the tender specifications provide for an increase or decrease in the quantity required for up to 25% without invalidating the unit prices bid. The total funds required for Tender CL 2000-8, Surface Treatment and Pulverizing, are included in the Public Works Road Maintenance 2000 Budget Accounts #7208-00441- 0261 and #7205-01003-0261. It is further recommended that should the tendered price for the Co-operative Tender for Hot Mix Paving (not yet issued) be less than estimated, that the remaining funds be reallocated to Tender CL 2000-8 and that staff be authorized to add Walsh Road and Rundle Road back into the contract, provided the total funds expended not exceed the total $895,000.00 ($655,000.00 Pavement Resurfacing and $240,000.00 CL 2000-8). 819 j .4 . REPORT NO.: TR-24-00 PAGE 3 Timing is of the essence in the award of this Contract in order that the work may be completed in a timely manner. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Public Works. After further review and analysis of the tenders by Public Works and Purchasing, it was mutually agreed that Duncor Enterprises Inc., Barrie, Ontario, be recommended for the contract to Surface Treat and Pulverize Municipal roads as required. The subject firm has previously performed satisfactorily for the Municipality of Clarington.
