RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report TR-23-2000 be received;
2. THAT Robert Young Construction Ltd., Peterborough, Ontario, with a total reduced
bid in the amount of $422,911.00, being the lowest responsible bidder meeting all
terms, conditions and specifications of Tender CL 2000-9, be awarded the contract
for the Supply and Haul of Granular "A" and "B", and Haul, Stockpile and Spread
Granular "A" Gravel; and
3. THAT the funds expended be provided from the 2000 Public Works Road
Maintenance and Construction budget; FORTHWITH.
BACKGROUND AND COMMENT
Tenders were publicly advertised and called for the Supply and Haul of Granular "A"
and "B", and Haul, Stockpile and Spread Granular "A" Gravel, as required by the
Department of Public Works.
Subsequently, tenders were received and tabulated as follows:

The total funds required for Tender CL 2000-9, Supply and Haul of Granular "A" and
"B", and Haul, Stockpile and Spread Granular "A" Gravel, are included in the
Department of Public Works Gravel Patching and Resurfacing account, as well as
various other construction accounts.
As the total bid price exceeds the total estimated cost of $410,000.00, it is
recommended that 6000 tonnes of Granular "A" be deleted on Part "A" of the contract.
This will reduce the total contract value and funds required to $422,911.00, or
$12,911.00 over the original estimate. It is further recommended that the additional
amount of $12,911.00 be accommodated throughout the various accounts. Note, the
tender specifications provide for an increase or decrease in the quantity required up to
25% without invalidating the unit price bid.
For the information of Council, the prices per tonne for Part A represent an average
7.5% increase over those bid for 1999. The unit prices for Part B represent an average
12.5% increase over those bid for 1999.
The low bidder has previously performed satisfactorily for the Municipality of Clarington.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications, etc.,
should be referred to the Director of Public Works.
