THAT upon receipt of audited financial statements, Council approve an interest free loan of $17,000 to the Greater Canadian Town Band Festival, c/o David Climenhage, to be repaid by December 31, 2001, to be financed from the Contingency Account #7007-X-0298. Background and Comments: 1.0 Mr. David Climenhage was a delegation to Council on September 25, 2000 representing the Greater Canadian Town Band Festival. A summary of his correspondence on the September 25,2000 agenda is shown on Attachment "A". 1.1 In his correspondence, Mr. Climenhage is requesting an interest free loan from the Municipality for $16,000 on behalf of the Greater Canadian Town Band Festival as a result of the deficit remaining from the July 1 S\ 2000 weekend event. Attachment "A" Summary of Correspondence - II - September 25, 2000 D - 9 David Climenhage, Chairman, Greater Canadian Town Band Festival, requesting Council's support for the continuation of Greater Canadian Town Band Festival in 2001 and future years as a major international band festival. Mr. Climenhage believes this years' festival was a great success. Over 3000 people attended the events over July I sl weekend that included the Military Tattoo, Victorian Ball, The Callathumpian parade and the series of concerts held throughout the village. Their audience was entertained by some of Canada's finest bands l\!ld experienced the sounds of historic bands that have rarely been heard in Canada. The cost of mounting this festival is high because of the outstanding quality of bands, the travel expenses for visiting bands and the cost of staging and advertising the event. After all revenues and costs are included they have a budget deficit from their first year of approximately $16,000. The festival committee raised a total of approximately $70,000 in cash and their total expenses were $86,000. If the in- kind donations of $20,000 are included, their revenue would total $90,000 raised versus $106,000 in total expenses. The Great Canadian Town Band Festival is unique in Canada and has the potential to become a major tourist attraction. Mr. Climenhage is requesting support from Council in the form of a loan to finance this years deficit and to consider a level of sponsorship for next year. Their committee is developing an aggressive plan to fund raise so that they will repay the deficit and cover all expenses for next year's Great Canadian Town Band Festival. We list here some of highlights that we believe justify this claim: . OVER 3000 ATTENDED . OVER 1000 DAY TICKETS WERE SOLD TO THE TATTOO, VICTORIAN BALL AND FEATURE CONCERTS . ALL EVENTS WENT OFF AS PLANNED: VICTORIAN BALL, BAND TATTOO, CALATHUMPIAN PARADE, CANADA DAY CELEBRATION, STREET MUSICIANS, BIG BAND SATURDAY NIGHT, ANTIQUE INSTRUMENT EXHIBIT & THE FEATURE CONCERTS AT SILVANUS GARDENS. . ALL EVENTS WERE VERY WELL RECEIVED BASED ON OVER 500 COMPLETED SURVEYS. . BROAD COMMUNITY SUPPORT: OVER 90 VOLUNTEERS WORKED AT THE FESTIVAL, OVER 50 LOCAL BUSINESSES DONATED MONEY AND SERVICES. HIGH LEVEL LOCAL EXECUTIVE COMMITTEE ORGANIZED THE EVENT WITH NO PAID STAFF. THE ORONO DBIA, MUNICIPALTY OF CLARlNGTON AND DURHAM REGION GAVE THEIR FULL SUPPORT. . IN A PARALLEL PROJECT OVER $10,000 WAS RAISED AND SKILLED VOLUNTEER TRADES PEOPLE BUILT A REPLICA OF ORONO'S 1895 VCTORlAN BANDSTAND IN TIME TO BE ONE OF THE FA VOURITE VENUES AT THE FESTIVAL. THE STRUCTURE HAS TURNED OUT T0 HAVE OUTSTANDING ACCOUSTlCS BECAUSE OF ITS TRADITIONAL CONSTRUCTION WITH PINE V-GROOVE CEILING AND PINE FLOOR. . THE GCTBF CAPTURED NATIONAL ATTENTION ON CANADA AM. JEFF HUTCHESON COMPLETED A CTV NETWORK REMOTE FEATURING THE FESTIVAL OVER A 2 HOUR PERIOD. . ARTICLES ON THE GCTBF APPEARED IN THE TORONTO STAR, GLOBE & MAIL WHOLE NOTE MAGAZINE AS WELL AS ALL OF THE PRINT MEDIA IN DURHAM REGION AND SOME OF SURROUNDING COMMUNITIES. . THE GCTBF WAS FEATURED ON 6 OF ONTARlOS RADIO STATIONS AND 3 TV STATIONS WHO PROVIDED REMOTES AND GUEST M.C.'S FOR THE CONCERTS . SOME ATTENDEES TRAVELLED FROM LONG DISTANCE: BROCKVILLE, LONDON, MICHIGAN ETC., AND EVEN TWO VISTORS FROM EUROPE. INDICATION OF THE POTENTIAL OF THE EVENT TO ATTRACT TOURISTS. . THE FESTIVAL BROUGHT SOME OF THE BEST BANDS IN N. AMERICA BOTH AMATEUR & PROFESSIONAL TO CLARINGTON . FESTIVAL AUDIENCES ENJOYED OUTSTANDING CONCERTS FROM TWO OF THE BEST PROFESSIONAL COMMUNITY BANDS IN NORTH AMERICA; THE HANNAFORD STREET SILVER BAND AND THE INTRADA BRASS. . THE HISTORIC BANDS: DODWORTH SAXHORN BAND, W.P. CYCLONES MAGINlFICENT HIGH WHEEL BAND, THE QUEENS QUADRILLE & QUICKSTEP SOCIETY ORCHESTRA AND THE ENSEMBLE ANNABY PROVIDED WIND INSTRUMENT SOUNDS FROM THE RENNAlSANCE PERIOD TO THE HAYDAYS OF 19TH CENTURY BRASS BANDS; SOUNDS AND PERFORMANCES RARELY HEARD IN CANADA TODAY. . THE FESTIVAL AUDIENCE ALSO ENJOYED EXCELLENT AMATEUR COMMUNITY BANDS SUCH AS THE PLUMBING FACTORY BRASS BAND FROM LONDON, THE PETERBOROUGH CONCERT BAND, AND THE CLARINGTON CONCERT BAND. . SMALL ENSEMBLES SUCH AS THE CLARlNGTON WINDS, PINE RIDGE BRASS, CLAHAHD, & QUINTIC BRASS APPEARED IN SEVERAL VENUES FROM STREET CORNERS, THE OLD TOWNHALL, THE VICTORIAN BANDSTAND AND THE WOODED STREAM BRINGING THE SOUNDS OF WIND INSTRUMENTS TO EVERY CORNER OF THE VILLAGE. . THE EXHmIT OF ANTIQUE BRASS INSTRUMENTS BY DR HENRY MEREDITH, ASMALL PORTION OF HIS COLLECTION WAS OUTSTANDING AND OF GREAT INTEREST TO FESTIVAL VISITORS. FINANCIAL RESULTS IN ROUND NUMBERS: COST OF THE FESTIVAL: $87,000 IN CASH EXPENDITURES AND APPROX $20,000 IN KIND DONATIONS FOR A TOTAL OF $107,000 RAISED $50,000 BEFORE FESTIVAL IN GRANT + SPONSOR DONATIONS AND ADVANCED TICKET SALES RECEIPTS OF APPROXIMATELY $20,000 AT THE FESTIVAL FOR A TOTAL CASH RECEIPTS OF $70,000 WITH IN KIND CONTIRBUTIONS A TOTAL OF $90,000 SHORT FALL $17,000 OR 17% OF PROJECT COST KEY LEARNINGS: . CANADA DAY HAS TOO MANY COMPETING EVENTS . OUR HIGH LEVEL CONCERTS WILL TAKE TIME TO BUILD A LARGE AUDIENCE . TOO MANY VENUES DETRACT FROM OUR MAIN STAGE ON SATURDAY . THE FESTIVAL FORMAT WAS VERY ENTERTAINING AND CAN BE USED TO BUILD ON IN FUTURE YEARS - CONCLUSION: THE GREAT CANADIAN TOWN BAND FESTIVAL IS UNIQUE EVENT IN CANADA, HAS GREAT TOURIST POTENTIAL, AND IS A MOST ENTERTAINING WAY TO CELEBRATE 200 YEARS OF OUR "TOWN BAND" MUSICAL HERETAGE. FUTURE PLAN: . CONTINUE TO BUILD AN INTERNATIONAL LEVEL ANNUAL BAND FESTIVAL . INCREASE OUR EFFORTS IN FUND RAISING . FUND RAISING BEGAN IN AUGUST . NEW VOLUNTEER JOINED OUR COMMITTEE WHO IS FORMER PROFESSIONAL FUND RAISER FOR PBS IN NEW YORK CITY . OUR FUND RAISING COMMTTEE HAS BEGUN BY LISTING ALL FOUNDATIONS IN CANADA THAT OUR FESTIVAL MAY BE ELlGIGIBLE GRANTS (GREATER THAN 60) . LAST YEAR WE APPLIED FOR 2 GRANTS AND RECEIVED ONE FROM THE MINISTRY OF CULTURE AND TOURISM FOR $35,000 . \VE WILL SUBMIT AT LEAST 12 APPLICATIONS . TOP OF OUR LIST IS THE TRILLIUM FOUNDATION WE MEET THEIR REQUIREMENTS AND THEIR GRANTS ARE UP TO $75,000 PER YEAR FOR UP TO 5 YEARS TO ESTABLISH SUSTAINABLE COMMUNNITY PROJECTS LIKE OURS IN CULTURE AND HERITAGE. - . WE WILL ALSO BE MORE ACTIVE THIS YEAR IN CORPORATE SPONSORSHIPS. . WE FEEL CONFIDENT WE WILL SURPASS LAST YEAR'S FUNDS RAISED BEFORE THE FESTIVAL OF $50,000 . NEXT YEAR AND IN FUTURE YEARS WE WILL LIMIT FESTIVAL EXPENDITURE TO FUNDS RAISED IN ADVANCE. THIS WILL ASSURE WE WILL NOT HAVE A DEFICIT REGARDLESS OF OUTSIDE FACTORS SUCH AS WEATHER ETC. . REVENUE RAISED AT THE FESTIVAL ($20,000 THIS YEAR) WILL BE USED TO REPAY ANY REMAINING DEFICIT IN 2001 AND AS OPERATING FUNDS FOR THE NEXT YEAR.
