THAT Report CD-9-89 be received; 2. THAT Bowmanville Taxi and Deluxe Taxi be granted an increase in the Tariff of Rates as detailed in Report CD-9-89; 3. THAT the by-law authorizing the increase in rates be forwarded to Council; and 4. THAT the applicants be so advised. BACKGROUND AND COMMENT: A joint request for fee increases was submitted by Bowmanville Taxi and Deluxe Taxi by letter dated January 16, 1989. Council, at their meeting held on February 13, 1989, referred the correspondence to staff for review and report. Staff has reviewed the request and surveyed the area municipalities to establish the current Tariff of Rates for taxi services. The findings were as follows: Cont'd . . . . ./2 Report CD-9-89 - 2 - May 1, 1989 Town of Pickering $1.90 for first 1/10 km .10 for each additional 1/10 km = $2.80/km Waiting Time = $ .30/minute Town of Ajax $1.80 for first 1/11 km .10 for each additional 1/11 km = $2.80/km Waiting Time = $ .10/22 seconds ($ .27/minute) Town of Whitby $1.85 "drop rate" .10 every 1/10 km = $2.8.5/km City of Oshawa $1.80 for first 1/3 km .30 for each additional 1/3 km = $2.40/km Waiting Time = $ .10/25 seconds ($ .24/minute) The present rates of the Town- of Newcastle and those proposed by the taxi companies are as follows: Present $1.60 for first 1/10 km .10 for each additional 1/10 km = $2.50/km Waiting Time = $ .20/minute Proposed $1.80 for first 83 metres .10 for each additional 83 metres = $2.90/km Waiting Time = $ .30/minute i Cont'd . . . ../3 i Report CD-9-89 - 3 - May 1, 1989 Staff is of the opinion that a rate increase is warranted, however, in comparing the rates of other municipalities, it is felt that the proposed increase is too high. Rather, in keeping the Town of Newcastle competitive with other municipalities, the following rates are recommended: $1.80 for first 1/10 km $ .10 for each additional 1/10 km = $2.70/km Waiting Time = $ .25/minute In the event the increase is approved, the amending by-law contains an effective date of May 15, 1989. Assuming passage of the by-law by Council on May 8, 1989, the operators will be provided with a one week grace period to allow them to have the taxi meters recalibrated to reflect the new rates. The Senior By-law Enforcement Officer has indicated that semi-annual meter checks will commence this June. Also, a letter has been sent to the taxi companies advising them to improve the standard of cleanliness and repair of the taxicabs. They will now be subject to spot checks performed by the By-law Enforcement Officers and the Durham Regional Police Department to ensure that the vehicles are safe, that the drivers are carrying their documentation at all times (i.e., trip sheets and tariff cards) , and that the cabs, both interior and exterior, are kept clean.
