Mayor Pickard and Members of Council:-
The following is a report of a meeting of the Liaison Committee for the
proposed Hydro, Generating Station held in the Bowmanville Committee Room at
2 p.m. on Thursday, September lst, 1977.
1. Draft Monitorbig Program
(a) It was recommended to Council that the comments of the Fire Chief
relative to the Draft Monitoring Program be received and copies
forwarded to the Consultant and Legal Advisor with a request that
they respond and that a copy be forwarded to the Personnel and
Property Committee.
(b) That the comments of the Director of Public Works relative to the
Draft Monitoring Program be received and copies forwarded to the
Consultant and Legal Adv:-r,,-.r with a request that they respond and
that the Director of Public Works be requested to obtain prices
for an automatic traffic counter for submission to the Public Works
Committee and that his concern be noted relative to the urgency of
proceeding with the monitoring program.
(c) It was recommended to Council that the Treasurer's comments relative
to the draft monitoring program be received with copies being sent
to the Consultant and Legal Advisor with requests for response.
(d) It was recommended to Council that the draft monitoring program as
submitted by the Consultant be approved in principle taking into
account comments tf Council and Staff.

SUBJECT: Draft Monitoring Program Resolution It L-106-77
As higher population and community expansion takes place,
fire departments are forced to grow and adjust to new demands.
Fire stations, equipment and personnel must be provided and dis-
tributed to give complete coverage for the area.
Fire Department Standards:
High-value districts - The standard response distance of 1 3/4
miles for first due units.
2 fire pumpers and such ladder service as may be needed, generally
I aerial unit ® minimum 5 personnel per unit.
Residential Districts ® 2 fire pumpers with adaquate ladder
equipment on first due units. Rural Areas adaquate water tankers
and equipment.
Personnel ® Ratio of I permanent firefighter for every 1,000
population.
Communication System:
F M. radio communication in all units and stations.
One central dispatching office, with tone alerting for all
areas and personnel.
Monitoring increase in population and growth due to Darlington
Generating Station while determining the impact of the increased
population on khe provision of fire protection is difficult, at
what point of development, population and growth does a Municipality
consider advancing the provision of these facilities and service in
order to maintain adaquate fire prevention and fire suppression.
These recommended standards should be given consideration when
dealing with specific items of impact for the Community.
