SUBJECT: Fire Hydrants, Town of Newcastle
Further to a Durham Fire Chief meeting,
December 6, 1978, (see correspondence) .
I would submit the following for your con-
sideration.
That installation of new or replacement
fire hydrants be installed with a standard
steamer large suction connection of 5 3/4
inch outside diameter (O.D.) with 4 threads
to the inch (T.P.I.) in the following
locations "Industrial Area, Commercial
Areas, high value risks and the rise
Building Areas".
This permits the pumper to utilize the
water available in the existing water
mains, and also will supply two or more
pumpers from a conveniently located hydrant.

GUEST: Sandy Macpherson, Maintenance Technician, Durham Works Department.
To permit Sandy to cover his assignment and get away, be was invited to open our
meeting, in which be outlined the problems of various sizes of steamer connections
as follows:
l. necessity to stock each different size.
2. possibility of wrong size being used.
3. added cost of approximately $50.00 per hydrant.

recorded vote was taken for those wanting or not wanting hydrants with steamer
connections.

Don Lyude was not in attendance but a subsequent phone call indicated a "Yeo" for
Pirkeziog.
Ed pointed out that if those not wanting steamer ports, and had the Opiicom traffic
control system installed, got together, they could negotiate some redress against
the excessive charges by Regional Traffic Department, because of the coot saving
to the Region on hydrants without steamer ports.
He moved that a 3-man committee be formed for this purpose, but later withdrew his
motion, promising to negotiate on his own.
ManDbozaon stated that if any chief had problems related to water service, to advise
bbn and be would follow it uD. Jim took him up on his offer by reporting a hydrant
that had been reported and checked and was atilI out of service a month later. Jim

In response to our request to the O.F.C. for another Regional Fire Training School,
they advise that our request has been deferred to 1980.
In answer to a question from S. Wotton, as to whether help would be available on
a mutual aid basis from neighbour departments in distributing Potassium Iodide
pills (see Annex 4, Pink, in Emergency Plans Book) in the event of a radiation leak
at P.G.S. or in the future at Darlington G.S. , it was decided that we would be
unable to respond to this request. Steve will be advised of this.
We are reminded that the best girl's and boy's Fire Prevention Poster must be
submitted to Don Lynde by March lst, 1979.
Ed and Ron expressed concern in a recent fire where a Durham Police Officer, on
discovering house on fire, undertook to break windows, which apart from accelerating
the fire, submitted him to possible injury from a back draft. This concern will
be passed on to Jon Jenkins.
i_d stated that they negotiate the purchase of fire apparatus rather than tender;
lie recommended it to save money. Oshawa's last pumper was negotiated.
Taff raised the question of protective breathing equipment. After a long period
without change, presently and for the future, new light weight and longer duration
equipment will be available, containing much higher pressure, we are reminded that
compressors should have the capabilities needed to fill these tanks. One consider-
ation is compressor units capable of filling both the regular 2216 p.s.i. and
also the hi-pressure 4500 p.s.i. needed in the 4.5 Paks.
We are reminded to get Holiday Inn reservations in Cornwall away for the O.F.C.C.
in May 1979.
There was general concern that Mrs. Umphrey was not making any progress in getting
compensation. Al has been working on it and on Ed's suggestion will get the W.C.B.
file number and have Mrs. Umphrey write and request some information, eq. , why
nothing has been done thus far, and with their reply Ed will approach another
source for some action.
Next. meeting will be in Whitby at Ed's invitation on Wednesday, March 7, 1979.
