RD. 3 INTERSECTION FILE NO.: 18T-89070 Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-096-00 be received; 2. THAT the application for revisions to Draft Approval for Plan of Subdivision l8T -89070 (revised and dated December 17, 1999, as per Attachment 2) be APPROVED subject to the Conditions of Draft Approval contained in Attachment 3 to this report; 3. THAT a copy of this report and Council's decision be forwarded to the Region of Durham Planning Department, and; 4. THAT the interested parties listed in this report and any delegation be advised of Council's decision. 1 APPLICATION DETAILS 1.1 Owner: Donald Prins, In Trust 1.2 Applicant/Agent: G.M. Sernas & Associates Ltd. 1.3 Rezoning: None 629 REPORT PD-96-00 PAGE 2 1.4 Amendment to Draft Approval: Develop 2 single detached lots/dwelling units and 4 semi-detached lots, resulting in a total of 10 units, in place of an original 8 single detached lots/dwelling units for a total of 2 additional low density dwelling units (the lots in question would straddle the boundary between two separate subdivisions). See Attachment 2. 1.5 Area: 3.182 hectares (7.863 acres) 1.6 Location: The lands subject to the proposed amendment are southwest of the Liberty Street/Concession Road 3 intersection. The lands are located in Part Lot 11, Concession 2, former Town of Bowmanville. See Attachment 1. 2 BACKGROUND 2.1 On May 22, 1998, the Planning and Development Department received an application to amend Draft Approved Plan of Subdivision l8T -89070 in order to permit the revision described in Section 1.4 of this report. 2.2 Plan of Subdivision l8T-89070 was granted draft approval by Durham Region on July 11,1997, 2.3 Amendments to Draft Approved Plan of Subdivision l8T-8702l are being considered at this time. One amendment involves partial lot blocks having complementary partial lot blocks within Draft Approved Plan of Subdivision l8T -89070, hence the need at this time to amend the latter draft approved plan of subdivision. Most of the partiallot(s)/block(s) are to be changed from parts of single detached lots to parts of semi-detached lots. The increase in dwelling units will be minimal, i.e. from eight (8) single detached dwellings to two (2) single detached dwellings and four (4) semi-detached lots, for a total of 10 dwelling units. This is an increase of two (2) dwelling units. To implement the recommended amendments to Draft Approved Plan of Subdivision 18T-87021 as 630 .. A/ REPORT PD-96-00 PAGE 3 described in staff report PD-095-00 it is necessary to amend Draft Approved Plan of Subdivision 18T -89070 at this time. 3 PROPOSED CHANGES The proposed amendment will only affect Blocks 20 to 25 inclusive. The amendment simply allows two (2) single detached lots on eyebrows of AJlworth Crescent and a revision to occur on the western (or l8T -87021) side of the subdivision boundary from "singles to semi" lots. Authorization to proceed with this revision has been received from G.M, Sernas & Associates Ltd., the applicant acting on behalf of Donald Prins, in Trust. In light of the on street parking plan submitted, staff notes the proposed amendment to Plan of Subdivision 18T -89070 will not adversely effect the provision of on-street parking within this subdivision. 4 CONCLUSION It is recommended that this Amendment to Draft Approved Plan of Subdivision l8T- 89070 be APPROVED as shown in Attachment 2 to this report. That condition No.1 be deleted in its entirety and be replaced with the following: "1. The Owner shall prepare the final plan on the basis of the approved draft plan of subdivision, prepared by G.M. Semas and Associates, identified as drawing number DP-l, dated December 17, 1999, which illustrates 18 lots for 36 semi-detached units, 1 block for 42 townhouse units, 4 blocks for 8 future semi-detached units and 2 future single detached units for residential development in conjunction with adjacent lands, 1 block for a road widening and various O.3m reserve blocks." 635
