THAT Report PD-071-00 be received; 2. THAT an Adult School Crossing Guard be approved at Trulls Road and A vondalelY orkville Drive, Courtice; 3. THAT the Director of Planning and Development be authorized to hire an Adult School Crossing Guard to be in place by September 5, 2000 on Trulls Road and A vondaleN orkville Drive, Courtice; 4. THAT the Director of Public Works arrange for the installation of school crossing signs, pavement markings and required sidewalk extensions for the crossing; 5. THAT all interested parties listed in this report and any delegations be advised of Council's decision. 1. BACKGROUND On February 1,2000 a letter was received from Joel Sloggett, Manager of Transportation and Planning, Peterborough Victoria Northumberland and Clarington Catholic District School Board requesting an Adult School Crossing Guard for Trulls Road and AvondaleNorkville Drive in Courtice which would service the new JK-8, elementary school at the intersection of Fieldcrest Avenue and Farmington Drive in southeast Courtice. Studies during June 2000 indicated a delay factor of 48.8%. 665 t- , ~ ~ REPORT NO.: PD-071-00 PAGE 2 2. MUNICIPAL POLICY The standard method to determine the need for an Adult Crossing Guard in an unbiased and consistent method was developed by the Imtitute of Transportation Engineers and is used by many municipalities throughout North funerica. The technique involves the use of a stop watch to determine the length and quan ity of safe gaps between vehicles. In 1991 the Municipality of Clarington adopted a "50% delay" as the threshold for the introduction of an Adult School Crossing Guard. 3. COMMENTS 3.1 From the study results, the warrant figure at Tn lis Road and Avondale Drive is 48.8%. At the present time there are 45 children crossin at this location, many with parents who do not wish to walk north on Trolls Road t( the existing Crossing Guard. Traffic volumes continue to increase with developme t and it is recommended that an Adult Crossing Guard be in place for school opening t1~s September. 3.2 Prior to placing any Adult School Crossing G ard at the new location, the connecting walkway, traffic signs and pavement markings would have to be physically installed. Public Works staff will be responsible for the bove works.
