LOT 14, CONCESSION 8, FORMER TOWNSHIP OF DARLINGTON FILE NO.: RE 4.5 Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-062-00 be received; 2. THAT Council declare the property identified as Lots 61, 62 and 63, Plan Haydon, Part 4, lOR 1131, as surplus and offered for sale. 1. BACKGROUND By-law 95-22, being a by-law to establish procedures governing the sale of real property pursuant to the Municipal Act, was approved by Council on March 6, 1995. The procedures state that from time to time the municipality may. . IdentifY real property that should be declared to be surplus by Council; . Report to Council recommending that Council declare the particular real property to be surplus property and setting out the reason why it should be declared to be surplus property; and . Advise that at least one appraisal of the fair market value of the real property should be obtained before Council decides to sell, or exchange or transfer the real property, unless an appraisal is not required under the Act. 2. COMMENTS The property subject to this report is located on the north side of Moor Street in Haydon (see Attachment No. I). It has 60.7 metres (199.14 ft) of frontage on Moor Street, which "~ REPORT PO-o62-00 PAGE 2 , IS identified as not opened on lOR 1131 (Attachment No.2), and a depth of approximately 40 metres (132 ft). The total lot area is 0.24 hectares (0.58 acres). The Municipality has been maintaining this property for weed control at an average cost of $600.00 to $1000.00 per year, The site is zoned "Residential Hamlet Exception (RH- 1)" which would permit the construction of a single detached dwelling unit subject to Moor Street being opened and maintained, and subject to all other building permit requirements being met. The Public Works Department have confirmed, however, that they will not be opening Moor Street as it has not been identified as a vital transportation lin1e The road allowance currently runs east of King Street and ends at the hamlet boundary for Haydon. The lands east of the hamlet boundary are designated Prime Agricultural Area within the Clarington Official Plan. Should an individual wish to purchase the lot and open the road allowance to municipal standards, the lot would qualify as a building lot under the former Town of Newcastle Zoning By-law 84-63. The property owner immediately to the west of the site has expressed an interest in purchasing the property in order to enlarge their total land holdings. An appraisal has been completed and it is valued at $13,500.00. Any properties declared as surplus are to be advertised for public tender in accordance with By-law 95-22. Should Council deem it appropriate to declare Lots 61 - 63, Plan Haydon, as surplus it is recommended that it be advertised in conjunction with other municipal properties which have been previously declared surplus, but not sold to date. These properties are as follows: 8041 Old Scugog Road, Enniskillen Part Lot 18, Concession 8, former Township of Darlington Site offormer Enniskillen Community Hall Lot area of 0.11 ha (0.28 ac) Appraised value of$10,750 to $13,000 REPORT PD-062-00 PAGE 3 2495 Morgans Road Part Lot 16, Concession 2, former Township of Clarke Adjacent to Morgans Road Pit Lot area of 0.87 ha (2.14 ac) Appraised value of $40,000 4763 Highway 2 Part Lots 2 & 3, Concession 2, former Township of Clarke Part I, lOR 2797 - Newtonville Motel Site Lot area of 0.58 ha (1.43 ac) Appraised value of$17,000 to $20,000 Vacant lot on west side of Solin a Road Part Lot 25, Concession 6, former Township of Darlington Part of Block 43, 40M-1897 - Westlake Subdivision Lot area of 0.60 ha (1.47 ac) Appraised value of$105,000 to $115,000 The advertising of these properties will be in accordance with Municipal procedures and a report will be presented to Council as soon as possible after all tender bids are received. 3. CONCLUSION In accordance with By-law 95-22, the Director of Public Works has reviewed Lots 61 to 63, Plan Haydon, and has no objection to its sale as a surplus property. The disposition of the lot will save the Municipality the cost of regular maintenance, and the proceeds of the sale will be utilized to fund other land purchases which are required for public use.
