THAT Report PD-054-00 be received; 2. THAT Council authorize the allocation of additional funds from the Impact/Escrow Reserve Fund (Account #5070-50-407) for the Main Street Ontario Millennium Funding application, to meet the shortfall of $2,238.00 in funding available from the Ministry of Citizenship, Culture and Recreation. 3. THAT Council authorize an advance of $2,500.00 in funds forthwith allocated to the Clarington Concert Band, prior to the approval of the Main Street Ontario Millennium Funding application in order to proceed with construction of a new bandshell, funds to be repaid upon receipt of Provincial funds. 1. INTRODUCTION On October 18, 1999, Council authorized staff to submit the Main Street Ontario Millennium Funding application for six projects (pD-115-99). The Main Street Ontario Funding Program is for one-time community oriented millennium activities taking place in the year 2000. The projects identified in Report PD- 115-99 eligible for this funding include: . 10 benches, 10 planters, and 10 waste receptacles (Bowmanville BIA); . 9 benches and 9 planters (Newcastle Village BIA); . 4 benches (Orono BIA); . a new Bandshell (Clarington Concert Band); . a walking trail in Courtice (Friends of Second Marsh); and 651 REPORT NO.: PD-054-00 PAGE 2 . restoration and rehabilitation of the Bowmanville Creek (Valleys 2000). Total costs for these projects is estimated to be $72,000. The purpose of the following report is as follows: . To request Council's approval for the allocation of additional funds from the Impact/Escrow Reserve Fund, to meet the shortfall in funding from the Ministry of Citizenship, Culture and Recreation; and . To request, on behalf of the Clarington Concert Band, an advance of funds for the construction of a new Concert Bandshel1. 2. DISCUSSION 2.1 Shortfall in Funding On behalf of the groups involved, a draft Main Street Ontario Millennium Funding Program application was fOIwarded to John O'Toole's office for review. The application was then fOIwarded to the Ministry of Citizenship, Culture and Recreation requesting a total of $36,000. However, the Ministry is requested further information on the projects. Outstanding information has been forwarded and approval is expected soon. Staff at the Ministry have indicated that they are recommending approval of the funding. The initial allocation of funds was based on an projected population of 72,000 for the year 2000. We have been advised by the Ministry that they are using the 1998 Financial Information Return (FIR) population figure of 67,524 to calculate funding allocation across the Province. The difference between the 1998 population figures (67,524) and the population estimate used to allocate the funds (72,000) represents a shortfall of $2,238.00 in funding from the Ministry. Given that the funding is divided between a number of smaller projects, it is not practical to proportionately reduce the funding to each group. On the other hand, it would not be fair to reduce only the larger projects. Consequently, it is recommended that given the 652 REPORT NO.: PD-054-00 PAGE 3 mmor amount involved, additional funds be provided by the Municipality totalling $2,238.00 Initial Fundin~ Allocation (as per PD-I15-99) Ministry of Citizenship, Culture and Recreation Municipality of Clarington Bowmanville Lions Club (72,000 x $ 0.50) $36,000.00 $26,000.00 $10,000.00 TOTAL $72,000.00 Revised Fundin~ Allocation Requested (as per PD-054-00) Ministry of Citizenship, Culture and Recreation (67,000 x $ 0.50) Municipality ofClarington Bowmanville Lions Club $33,762.00 $28,238.00 $10,000.00 TOTAL $72,000.00 2.2 Clarington Concert Band The proposed new bandshell will provide a venue for a Millennium Band Festival to be held July 1", 2000, and annually thereafter. The Clarington Concert Band have been allocated $1,250.00 in funding from the Ministry, with an additional $1,250.00 to be matched by the Municipality of Clarington, towards construction of a new bandshell. The proposed funding breakdown is as follows: Municipality of Clarington Donated Materials Donated Labour Main Street Ontario Millennium Funding $ 1,250.00 $10,000.00 $16,500.00 $ 1,250.00 TOTAL $29,000.00 Given the timing of the Festival and in order to proceed with construction, the Clarington Concert Band is requesting an advance of $2,500.00 in funds from the Municipality, prior to approval ofthe Main Street Ontario Millennium Funding application. 653 REPORT NO.: PD-054-00 PAGE 4 Further, in Report PD-115-99, the Clarington Concert Band was "required to provide a status of funds and donations collected or committee prior to the Municipality releasing the funds". Attachment #1 shows a statement of existing and committed funds for the Clarington Concert Band. Preliminary cost estimates for constructing the new bandshell are approximately $8,000.00. Based on the financial information provided, the Clarington Concert Band would have sufficient funds to begin construction of the new bandshell, provided Council approves the advance of $2,500.00. 3. CONCLUSIONS The Ministry of Citizenship, Culture and Recreation is using the 1998 population figures as the basis for funding the Main Street Ontario Millennium Program. It is recommended that an additional $2,238.00 be provided by the Municipality in order to proceed with the six Millennium projects outlined in Report PD-115-99. Although the application for Main Street Ontario has not yet been approved, we are assured that the projects meet the criteria and will be recommended for approval. The Clarington Concert Band requires an advance of $2,500.00 in funds in order to begin construction ofthe new bandshell to be completed prior to the July 1,2000 event. May 9, 2000 TO: Ed Belsey BY FAX: 905 623 0830 Municipality of Clarington FROM: Dave Climenhage Clarington Concert Band ORONO VICTORlAN BANDSTAND PROJECT , Fundraising for the Bandstand project has currently met our objective and construction is expected to begin in the next week subject to building permit approval. A separate bank account for the project currently has $5066 on deposit from donations collected. We received a cheque today for an additional $1,000. A final pledge of $200 is expected in the next week for a total of$6266 raised. With the Milleniwn Grant of $2500, the total funds available for construction of the Bandstand is $8766. As you know the bandstand will be built by volunteers under the direction of Annond Young of Sonbon Homes, for cost of materials. Estimated cost of materials is approximately $8,000. The design drawings were completed by local Architect Abel Branco (donated) and are currently being reviewed and stamped by a registered Professional Engineer of Ontario.
