THAT Report PSD-042-01 be received; 2. THAT an Adult Crossing Guard location be APPROVED at the corner of Clayton Crescent and Longworth Avenue in Bowmanville and that staff be authorized to take all necessary actions to install the crossing and hire an Adult Crossing Guard; and 3. Director, Planning Services DF*DC*df 12 November 2001 Re~owed bY'~ g n In Wu , 0 Chief Administrative Officer 637 , REPORT NO.: PSD-042-01 PAGE 2 L 1.0 BACKGROUND 1.1 On August 2151, 2001, the Peterborough Victoria Northumberland and Clarington Catholic School Board requested that the Municipality examine the possibility of placing a crossing guard in the vicinity of St. Elizabeth Elementary School on the north side of Longworth Avenue. At that time, Longworth Avenue was under construction between Clayton Crescent and Liberty Street. The School Board raised a number of other issues related to concems with construction activity and the temporary pathway to the school. 1 .2 Municipal Staff reviewed and addressed all of the issues, save and except for the Adult Crossing Guard request. Staff indicated that once Longworth Avenue was opened on September 17, 2001, traffic levels would be monitored to determine whether warrants are met to justify the need for an Adult Crossing Guard. The Traffic Co-ordinator has been monitoring traffic volumes in accordance with municipal policy. Recent measurements indicate a trend that suggest that the warrants will be met in the near future. 2.0 REVIEW AND COMMENT 2.1 Municipalitv of C/arinqton Crossinq Guard Policv The standard method to determine the need for an Adult Crossing Guard in an unbiased and consistent method was developed by the Institute of Transportation Engineers and is used by many municipalities throughout North America. The technique involves measuring the length and number of gaps between vehicles that would permit a pedestrian to safely cross the road. In 1991 the Municipality of Clarington adopted a "50% delay" as the threshold for the introduction of an Adult School Crossing Guard. 2.2 Backaround Information for St. Elizabeth Separate School Staff monitored traffic volumes near St. Elizabeth Separate Elementary School since the opening of Longworth Avenue on September 1 i", 2001. The Traffic 638 , . REPORT NO.: PSD-042-01 PAGE 3 Co-ordinator conducted studies between October 2, 2001 to November 5, 2001. The findings are as follows: September 21 37.1% Morning: 8:40 a.m.- 9:00 a.m. November 5 43.6% September 25 21.0% Afternoon: 3:30 p.m. - 3:40 p.m. October 2 35.5% November 1 46.4% 3.0 COMMENTS 3.1 From the study results, it appears that Longworth Avenue and Clayton Crescent will exceed the 50% threshold by the end of this year and therefore qualify for an Adult School Crossing Guard under the municipal policy. It is appropriate for the Municipality to establish this crossing on the basis of the trends noted since the street opening. It is anticipated that the new crossing guard would be in place at the comer of Longworth Avenue and Clayton Crescent in early December. 4.0 CONCLUSIONS 4.1 It is recommended that a new permanent crossing guard be hired to serve students attending St. Elizabeth Separate School and Lord Elgin Public School. 639 -" , REPORT NO.: PSD-042.01 PAGE 4 .
