THAT Report PSD-003-01 be received; 2. THAT Staff proceed with the required changes for the 9-1-1 system as outlined in Section 2 of Report PSD-003-01 FORTHWITH; 3. THAT Staff proceed to undertake a Public Information Session FORTHWITH to: a. change the street name and numbering system for Durham Highway 2 within the Bowmanville Urban Area so that the portion of the road within the urban area be known as King Street East and King Street West and to change the street name for Park Street, Bowmanville; b. change the street name and numbering system for Durham Highway 2 in the Newcastle Village Urban Area to be consistent with the preferred name and the east/west numbering system; c. rename Durham Highway 2 to King Street with the Courtice Urban Area; d. rename all of Durham Road 57 (including the related portions of Waverley Road and Martin Road) to Bowmanville Road; 4. THAT the landowners fronting onto the affected streets be provided notice through direct mail circulation; and 5. THAT the Region of Durham Planning Department be advised of Council's decision. 1. BACKGROUND 1.1 Duplicate street names within a Municipality are a barrier to implementation of the new Ontario standard or "Fully Mapped, Address Verified" 9-1-1 Public Emergency Reporting Service or 9-1-1 PERS. 621 'L ".." . , , , REPORT PSO-O03-01 PAGE 2 1.2 Over the summer, Public Information Sessions have been held to advise residents of the changes required for the 9-1-1 system and to request resident suggestions for new names. Sessions were held in Haydon, Hampton, Kendal and Newtonville. Sessions are scheduled for Newcastle Village and Orono shortly. 1.3 In reviewing the options for King Street along the former Highway 2, there were a number of issues highlighted with regard to confusion in street naming and numbering. In addition to the street renaming required to provide a unique address for the 9-1-1 system, there are a number of other changes recommended by staff to address problems in the existing street names. As urban areas have grown and developed, the street names and numbering system, along Highway 2 in particular, have not been consistent with the urban street system. Staff are recommending that these areas of confusion be dealt with in the current street renaming process. 2. STREET NAMES 2.1 KinQ Street - Bowmanville and Newcastle Duplicate street names are an issue regarding King Street West and King Street East as both names exist in Bowmanville and Newcastle Village. At present, the portion of former Highway 2 within the former Town of Bowmanville and Village of Newcastle is named King Street East and King Street West. In Bowmanville, the numbering divides at Temperance Street. In Newcastle, the numbering divides at Mill Street (North and South). King Street in Bowmanville has numerous commercial and residential dwellings affected since a number of the properties are developed either as plazas, apartment buildings or mixed use developments with ground floor retail and second/third storey apartments. The estimated total number of households and businesses affected in Bowmanville is 651. King Street in Newcastle Village has some similar developments but the estimated total households and businesses affected is only 192. Given that fewer people would be affected in Newcastle Village, it is recommended that King Street East and West in Newcastle be changed. Staff recommends two options that would be the most suitable as follows: . King Avenue East/West . Newcastle King Street East/West These two options would be presented at a public information session to determine the preferred name. 622 "'; '- . REPORT PSD-003.01 PAGE 3 2.2 Durham Hiohwav 2 in Bowmanville and Newcastle VillaQe The Bowmanville and Newcastle Village Urban Areas currently extend beyond the limits of the former Town of Bowmanville and the former Village of Newcastle. The West Main Central Area in Bowmanville is one such area. In the new areas, the official street name remains Durham Highway 2 and the numbering system proceeds in a west to east direction. The affected areas are identified on Attachment 1 and Attachment 2. While there is no problem with the Bell 9-1-1 system for these areas, there is confusion with the change in the name of the road and the numbering system. With so many other changes now occurring in the Municipality, this is an opportunity to correct the situation. It is recommended that Council consider changes to the street name and numbering system to extend the King Street East and West systems to the limits of the urban areas in Bowmanville and Newcastle Village. This would impact approximately 32 businesses and 37 residential households in Bowmanville. It would impact one business and 7 residential households in Newcastle Village. Since the Region has jurisdiction over these sections of road, the Region would be responsible for the street name change. 2.3 Durham Hiohwav 2 in Courtice Despite the official street name of Durham Highway 2, many businesses in Courtice use King Street East as their business address. It is recognized as a continuation of King Street East in Oshawa. The Municipality has recently completed a study of the Highway 2 corridor in Courtice with the goal of transforming the "highway" to a "main street". Given the very different connotation of highway versus street for the urban character of the street, it is recommended that the official name of Durham Highway 2 within the Courtice Urban Area be changed to King Street. There would be no street renumbering required. Since the Region has jurisdiction, the Region would be responsible for the street name change. As with most regional roads, the regional road number would be retained, in this case Durham Highway 2. It is estimated that 107 residential households and businesses would be affected by this name change. 2.4 Park Street. Bowmanville There are only five properties on Park Street in Bowmanville which would be affected by a name change, fewer than Park Street in Orono. Accordingly Park Street in Bowmanville has been selected for renaming. The residents would be invited to participate in the renaming process, similar to the public information sessions held by staff. 623 , , REPORT PSD-003-01 PAGE 4 2.5 ReQional Road 57 Regional Road 57 is a road with confusing street names as the result of local roads being connected to create a new regional road. There are various street names for different segments as identified on Attachment 3: . The southerly end is Waverley Road, . The "curved" portion in Bowmanville is Regional Road 57, . The portion between the "curve" and Durham Highway 2 in Bowmanville is Martin Road; . The portion north of King Street WesUDurham Highway 2 is named Regional Road 57. The names Waverley Road and Martin Road also apply to road segments which are distinct and physically separated from the regional road. In order to overcome the current mix of names, staff proposes that Council consider renaming all of Regional Road 57 to Bowmanville Road. This would be an appropriate name given the significance of the arterial road. It would have some economic development benefit by highlighting Bowmanville particularly at the interchange at 401 (which would then be known as the Bowmanville Road interchange). This would also apply in the future to the Highway 407 interchange, giving place-name recognition. The street numbers on Durham Road 57 south of Durham Highway 2 are numbered in a southerly direction. If this street name change were to be made, it is recommended that the properties be renumbered in a northerly direction in accordance with municipal policy on street numbers (eg. BF concession between o and 999, 1st concession properties between 1000 and 1999). A total of 22 properties would be renumbered. Currently, the street behind the Clarington Centre development is named "Bowmanville Street" so this street would need to be renamed to accommodate this change. Staff would select a war dead or veteran's name for this purpose. 3. PROPOSED PROCESS 3.1 It is recommended that staff hold Public Information Sessions to give business people and residents the opportunity to express their opinions on the street name changes proposed above. Representatives from the 9-1-1 Dispatching Centre and various emergency services would be in attendance as has been the case with the Public Information Sessions already held, The Newcastle meeting is to be held on September 6, 2001. In order to avoid an additional meeting, staff amended the original circulation to notify residents and businesses along King Street by mail. 624 , , . REPORT PSD-003-01 PAGE 5 Staff proposes to hold two additional Public Information Sessions for Courtice and Bowmanville. 3.2 Following these sessions, staff will report with recommendations for street name changes. For roads under the Region's jurisdiction, the Region would be requested to undertake the name change. For roads under the Municipality's jurisdiction, a public meeting would be advertised under Section 210 of the Municipal Act. Staff would report to Council as soon as possible after the Public Information Sessions. In order to facilitate an earlier meeting, it is recommended that the Committee approve the recommendations "forthwith". 4. CONCLUSIONS Pending Committee approval of the recommendations contained within this report, Staff will proceed with the Public Information Sessions as proposed.
