SUBJECT: TENDER CL2004-1,
MECHANICAL EQUIPMENT MAINTENANCE CONTRACT
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report COD-022-04 be received;
2. THAT Tri-Air Systems, Scarborough, Ontario, with a total bid of $11 ,280.00 (plus
GST), and a Journeyman hourly rate of $74.50 be awarded the Mechanical
Equipment Maintenance Contract, Part A, as required by the Municipality of
Clarington;
3. THAT Air Con Systems, Whitby, Ontario, with a total bid of $2,860.00 (plus GST),
and a Journeyman hourly rate of $75.00 be awarded the Mechanical Equipment
Maintenance Contract, Part B, as required by the Municipality of Clarington;
4. THAT the contract be extended for a second three year term pending satisfactory
pricing and service; and
5. THAT the funds expended be drawn from the respective years Mechanical
Equipment Maintenance accounts.

BACKGROUND AND COMMENT:
Tenders were advertised and invited with bids being received and tabulated as per
Schedule "A" attached.
The general scope of the work is to provide all necessary labour, materials, and
equipment to perform service maintenance, inspections, and repairs, as requested and
emergency calls on mechanical equipment, as required by the Municipality of
Clarington, for the approximate period, May 30,2004 and to expire May 29,2007.
The contract is divided into Part A, Gas Furnaces and Equipment and Part B, Oil
Furnaces and Equipment. The Municipality of Clarington may award Part A and Part B
together or separately, whichever is in their best interest.
The total expenditure for this contract for 2003 was approximately $114,767.82
($44,686.82 materials and $70,081.00 labour)
The hourly price bid for emergency repairs for Parts A and B, represent an approximate
97% and 20% increase respectively over the price bid for the 2000 contract. Note, the
reason for the dramatic increase in Part A is that, the previous service provider declined
to bid due to the nature and size of the contract.
The subject firm have provided excellent service to the Municipality of Clarington for the
past six years. Although the subject firm for the Part B has not provided service to the
Municipality of Clarington in the past, they have provided satisfactory service to both the
YMCA and the Durham District Catholic School Board.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendation.

After further review and analysis of the tenders, it was mutually agreed by the
Purchasing Manager, the Director of Community Services and the Director of
Operations that Tri-Air Systems, Scarborough, Ontario, be awarded the Mechanical
Equipment Contract as outlined for Part A and that Air Con System, Whitby, Ontario be
awarded Part B.
