Amendments to Various Human Resources Policies
Recommendations:
1. That Report ADM-14-01 be received;
2. That the CAO be authorized to effect the necessary changes to various
human resources policies to reflect the role and responsibilities of the new
Human Resources Manager.

1. Subsequent to the hiring of the new Manager of Human Resources, the CAO has
reviewed all human resources policies and has made some changes to reflect
the roles and responsibilities of the new Human Resources Manager. These
changes are administrative in nature and do not require Council's approval.
2. However, previous Councils have approved two specific policies which cannot be
changed by the CAO without authorization from Council. The first such policy is
the designation of the CAO as the only person responsible for the release of
personnel information, and the second policy appoints the CAO as the
Workplace Harassment Officer. No provisions were made to allow the CAO to
delegate such responsibilities to any other staff person, possibly due to the fact
that the Municipality did not have a Human Resources Manager on staff when
these policies were put in place. As the above-noted responsibilities fall within
the duties of the Human Resources Manager, therefore, it is prudent to amend
Council's policies to allow the CAO to delegate such responsibilities.
