Subject: Award for Academic Excellence
Recommendations:
Itls respectfully recommended that Council approve the following:
1. THAT the addendum to Report No. CS-17-01 be received; and,
2. THAT Report No. CS-17-01 be received for information; and,
3. THAT the amended policy for the Municipality of Clarington Award for Academic
Excellence (attachment #1) be approved; and,
4. THAT the Municipality of Clarington Award for Academic Excellence be
implemented for the graduating classes of 2002; and,
5. THAT a copy of the amended policy be forwarded to the respective school boards
for endorsement; and,
6. THAT Rosemary Shkordoff's request for permanent sponsorship of an award be
denied and encouraged to apply for the Award of Excellence Program in 2002.
1.0 BACKGROUND
1.1 At the April 30, 2001 meeting of Council, communication D-15 (attachment #2), a
request from Mrs. Rosemary Shkordoff for a permanent award to be presented to a
graduating grade 8 student at St. Francis of Assisi School in Newcastle was referred
to staff to create a policy.
1.2 Subsequently at the May 22, 2001 meeting of the General Purpose and
Administration Committee staff report CS-17-01 Award for Academic Excellence
(attachment #3) was referred back to staff to consider the comments provided by
members of Council.

2.0 REVISIONS
2.1 Staff has noted the comments received from members of Council and has
incorporated the suggestions into The Award for Academic Excellence Policy
(Attachment #1).
2.2 A suggestion to exclude the eligibility of the primary elementary school (grades
kindergarten to six) does have merit and staff has identified eligible recipients as
those students graduating from elementary schools offering grade 8 curriculum and
all secondary schools.
2.3 Another suggestion to increase the amount of the bursary from one hundred dollars
($100.00) to three hundred dollars ($300.00) was also brought forward. The
amount ofthe bursary is at the discretion of Council, however staff has included the
amount of $100.00 for Council's consideration in approving the amended policy.
2.4 A request for specifics of the presentation of the awards was also requested and has
been included in the amended policy. Specifically, the award process identifies an
annual deadline for receipt of the names of the award recipients and further
establishes the last Council meeting in June of each year as the date that each
recipient will receive their award and be formally recognized by Council.
2.5 Staff also received a suggestion to publish the award recipients in the Municipality's
Clarington Today Publication which has been incorporated into the amended
policy.
3.0 COMMENTS
3.1 The Kawartha Pine Ridge District School Board indicated that all awards with a
financial contribution need to be endorsed by the Board.
3.2 Further discussion with Board officials indicate that there is no common date for
graduation ceremonies at each school and in some cases those dates extend into the
fall of the subsequent scholastic year. With this in mind staff is recommending that
the Municipality establish the dates of the award process and presentation of the
awards from Council.

3.3 Considering the current time of school year, staff is recommending that the Award
for Academic Excellence be implemented for the graduating classes of 2002. It is
suggested that time does not permit each school to nominate an award recipient,
and for staff to design, purchase and engrave the awards for presentation at June 25,
2001 Council meeting.

MUNICIPALITY OF CLARINGTON
AWARD FOR ACADEMIC EXCELLENCE
POLlCY
OBJECTIVE:
To recognize Academic Excellence and commitment to leadership and community
service for Clarington's elementary and secondary school students.
CRITERIA:
For schools that offer grade 8 curriculum at the elementary level and all secondary
schools within the Municipality of Clarington.
The respective Administration of each school will select one graduating student who has
demonstrated commitment to leadership and community service to receive the
Municipality of Clarington Award for Academic Excellence.
AWARD PROCESS:
Each participating school will be provided with a permanent plaque to be displayed at the
school. The plaque will be updated annually with the name of the award recipient and
the year. Award recipients will receive a personalized plaque and secondary school
award recipients will also receive a $100.00 bursary to further their educational pursuit.
The name of the award recipient must be forwarded to the Municipality of Clarington
Office of the Mayor no later than May 1st each year.
Each award recipient will be invited to the Municipal Administrative Centre for the
award presentation on the date of the last Council meeting in June of each year.
NOTICE:
The Mayor's Office will notify each eligible school of the award program and deadline
for participation in March of each year.
Award recipients will be published annually in the Municipality's Clarington Today
Publication.
PROGRAM FUNDING:
The expenses related to the Municipality of Clarington - Award for Academic Excellence
are to be funded from the Unclassified Administration Account - Receptions and
Tributes account #7007-X-235.

As ~rent-representative of the Grade 8 Graduation Committee of St. Francis of
Assisi School in Newcastle, I am writing to you today to ask you for a sponsorship
for the Grade 8 Gradnation Awards.
Every year as ~rt of the graduation ceremony for the gr. 8's we present a
number of awards to recognize the achievements of our Gr. 8's. Dese awards
represent both academic achievements and community achievements in the sehool
and in the community.
Each student who receives an award is presented with a large trophy or plaque
that remains at the school and a smaller plaque that the student can take home and
keep as a momento of hislher achievement.
De cost involved for the sehool involves the purchasing of the large trophy that
remains at the sehool and the smaller plaque that is given to the winning student as
a permanent keepsake. Dere is also the cost of the engraving for both plaques.
St. Francis of Assisi School would like to honor as many of the graduating gr. 8's
as possible for many of them have made outstanding academic and community
achievements. Unfortunately, we are limited in our funds in which we can achieve
this goal. We are therefore asking the organizations within our community to help
us in recognizing the leaders of the future. We would like you to consider a
permanent sponsorship for one of our many awards. De initial cost would be S50
for the large trophy/plaque that remains at the school and then about S1S a year for
the engraving.
We hope you will help us to achieve our goal, recognizing and rewarding the
many talents of our graduating gr. 8's. A parent representative from the Gr. 8
Graduation Committee will be getting in touch with you in the coming weeks to
answer any questions you might have and to see your snpport.
On behalf of the Grade 8 Graduation Committee I would like to thank-you for
your time and co-operation.

Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report No. CS-17-01 be received; and,
2. THAT Report No. CS-17-01 outlining a policy for recognition of Academic
Excellence in the Municipality's Elementary and Secondary Schools be
approved, and,
3. THAT funding for the program be provided from the Unclassified Administration
Account - Receptions and Tributes 7007 -x-235; and.
4. THAT a copy of Report No. CS-17-01 be forwarded to the Respective School
Boards to encourage participation; and,
5. THAT a letter be sent to all Clarington Schools advising of the implementation of
the Award for Academic Excellence.
1.0 RACKGROIIND
1.1 At the April 30. 2001 Council Meeting. Correspondence was received requesting
Council recognition of Academic Excellence for Clarington Elementary Schools.
1.2 The Community Services Department has surveyed various municipalities in
Durham. There does not appear to be a consistent program for this type of
recognition. The City of Pickering presents a $100.00 cheque to each of the
three high schools for presentation to the outstanding community orientated
student with studies in English and History. The Town of Whitby presents the
Mayor's Medal for the most outstanding OAC student at the high school level
who has demonstrated leadership, overall academic achievement and
citizenship. Neither municipality recognizes achievement at the elementary level.
Some of the other Municipalities expressed concem regarding the establishment
of a program of this nature due to costs.

1.3 The correspondence received requested a permanent plaque to be retained at the
elementary school and a personal plaque to be presented to the student as a
keepsake. On a per school basis, the estimated one-time cost for a permanent
plaque is $50.00 and an annual cost of $15.00 for the personal plaque plus the
costs for engraving.
2.0 COMMENT
2.1 In order to recognize students at both the elementary and high school levels,
staff would recommend a similar program at the elementary level; and, the same
program at the high school level plus a $100.00 bursary for OAC students who
will continue their education at the post secondary school level.
2.2 The recognition program would be entitled Municipality of Clarington Award for
Academic Excellence. The recipients would be determined by the administration
of each respective school, with consideration for student who has demonstrated
commitment to leadership and community service.
3.0 FINANCIAl
3.1 There are approximately 29 elementary schools and 5 secondary schools
located within the Municipality. The one time cost for permanent plaques would
be $1,700.00. The annual cost for personal plaques and engraving would be
$680.00. The annual cost for bursaries would be $500.00. The total annual
costs are forecast at $1,180.00.
3.2 It is further recommended this program be funded from the Unclassified
Administration Account - Receptions and Tributes 7007-x-235 and that the
program be administered annually by the Mayor's Office. An amount of
$1,200.00 is to be added to this account annually for future years recognition.

MUNICIPALITY OF CLARINGTON
DEPARTMENT OF COMMUNITY SERVICES
AWARD FOR ACADEMIC EXCELLENCE
OBJECTIVE:
To recognize Academic Excellence for Clarington's elementary and secondary
school students.
CRITERIA:
The respective administration of each elementary and secondary school in
Clarington will select one graduating student who has demonstrated commitment
to leadership and community service to receive the Municipality of Clarington
Award for Academic Excellence.
AWARD PROCESS:
For schools at both the elementary and secondary levels, the Municipality will
provide a permanent plaque to each of the participating schools. The permanent
plaque will be updated annually indicating the name of the award recipient and
year. In addition, a personal presentation plaque will be presented to each
award recipient.
All secondary schools will also receive a bursary in the amount of $100.00 for
presentation to the outstanding OAC graduating student in the same criteria.
The respective schools would submit a request to the Municipality for recognition
of the eligible student no later than April 30 annually.
NOTICE TO SCHOOLS:
An initial program notice will be circulated to the Boards of Education and to all
schools in the Clarington area. All future notices will be circulated to the schools
in February of each year with a response requested by April 30th annually to
allow sufficient time to prepare the awards plaques.
FUNDING:
The expenses related to the purchase of the permanent plaques, annual
presentation plaques and annual bursary are to be funded from the Unclassified
Administration Account - Receptions and Tributes account #7007 -X-235.
