Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report No. CSD-OB-01 be received; and,
2. THAT the Master Plan, (attachment #1 to report CSD-OS-01) for the
development of the South Community Park be approved; and
3. THAT staff be authorized to proceed with the Detail Drawing phase of the
South Courtice Community Park project.

1.0 BACKGROUND
1.1 At the September 4, 2001 General Purpose and Administrative Committee
Meeting Council approved Report CSD-01-01 awarding the Architectural
Services Contract for the South Courtice Community Park project to Barry Bryan
Associates.
1.2 Since that time the Project Steering Committee (comprised of staff and
consultants) have been designing a Master Plan for development of the project.
1.3 This process is now complete and staff is recommending approval of the Master
Plan, (attachment #1) and to authorize staff to proceed to the detail design phase
of the project.
1.4 With the approval of Council, the Steering Committee will continue to work with
the Community stakeholders in designing the specific components of the indoor
portion of the project and report back to Council with a recommendation to
approve the detail design, and proceed to tender.
2.0 PUBLIC CONSULTATIONS
2.1 The public consultation process for this project was provided through four
separate open houses. The first two open houses (October 9, 2001 and October
23, 2001) involved special interest groups where representatives of the various
sport organizations throughout the Municipality were invited to participate in the
Master Planning Process.
2.2 The final two open houses (November 6, 2001 and November 21, 2001) were
publicly advertised, and all interested parties were encouraged to attend and
participate in the process.
2.3 All of the sessions were well attended and numerous suggestions and comments
were received from the Community. The committee found these contributions to
be valuable to the process and many of the suggestions have been incorporated
in the recommended Master Plan.
3.0 MASTER PLAN COMPONENTS
3.1 The project was designed from both the indoor and outdoor perspectives. The
anchor facility is the indoor structure and features a twin pad arena and indoor
soccer facility. The building envelope is designed in anticipation of several other
components which are still to be determined.
3.2 The outdoor components of the Master Plan identifies three tournament level
soccer pitches accompanied by a trail system which incorporates various
features such as playground areas, lookout shelters, picnic areas, and other
active areas such as basketball, beach volleyball and unstructured activity areas.

3.3 The design concept is to encourage family leisure opportunities, while providing
other traditional structured components in a compatible setting.
3.5 The recommended Master Plan is for the most part supported by our special
interest groups and the general population that attended our open house
information meetings.
4.0 COMMENT
4.1 The open houses, proved valuable to the Steering Committee in that staff and
the Consultants were made aware of several issues and concerns raised by
residence and neighbours to the site.
4.2 Specifically transportation and traffic increases were of concern to local
residents. The Acting Director of Engineering was also in attendance as member
of the Steering Committee and residents were informed of another open house in
the new year to deal with these issues in more detail.
4.3 Residents were also concerned of the possibility of "dewatering" of their wells,
and were informed that the preliminary soils investigation indicates that there
should not be a problem. However, additional soil studies are pending and the
consultants will be required to comment on this issue in more detail at that time.
4.4 With the approved report CS-OB-01 staff will initial the detail phase of the project
anticipating a report to Council in the spring of 2002. Currently the project is on
schedule and should the detail design phase progress as anticipated, staff will be
in a position to recommend a tender call for construction of the facility in
March/April 2002.
