Res. # Cflfl.J.f7J; -0 ( Date: September 4, 2001 Report #: CSD-03-01 By-law # Subject: Ontario 3M Community Coach Award Program Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report No. CSD-03-01 be received for information. 1.0 BACKGROUND 1.1 The Municipality of Clarington, in addition to fifty (50) other communities within the Province, has been selected by the Ministry of Tourism, Culture and Recreation to participate in the 3M Community Coach Award. 1.2 Each year, the Government of Ontario has recognized Ontario's Coaches, Athletes and Volunteers from 82 recognized provincial sports organizations. All of those recognized have attained certification at Level 3 of the National Coaching Certification Program (3M NCCP). 1.3 There are four (4) phases to the Community Coach Award Program. Phase I Ontario 3M Community Coach Award Phase II Ontario 3M Community Coach of the Year Award Phase III Ontario 3M Provincial Coach of the Year Award Phase IV 3M Coaching Canada Awards - Coach of the Year 1.4 To-date, there has not been recognition of the Level 1 or 2 Community Coaches who participate at the developmental or grass roots levels within the community. The 3M Community Coach Award Program enables communities, province wide, to select and recognize the coaching excellence of citizens within their communities. Nominated coaches who have achieved Level 2 Certification will also be eligible for the Phase II - Ontario 3M Community Coach of the Year Award. 808 .../2 , . REPORT NO.: CSD-03-01 PAGE 2 2.0 COMMENT 2.1 The intent of the program is to promote recognition of the local coaches, communicate and promote the importance of coaching education as well as increase the number of certified coaches within the community and throughout the province. Certified coaches will promote a safe and fun environment for the participants. 2.2 Staff from the Community Services Department has met with Consultants from the Ministry of Tourism, Culture and Recreation to review the program. Coaches who have achieved a minimum Level 1 Coaching Certification will be eligible to proceed up to Level 5 in the National Certified Coaching Program. 2.3 The Community Services Department will work with local sports organizations to receive nominations for volunteer coaches who have achieved a minimum Level One Certification in Theory, Technical and Practical Categories of the 3M NCCP in their respective sport. Nominated volunteer coaches must also have demonstrated respect for participants and officials as well as the promotion of positive sport behaviour and fair play. They must demonstrate a positive public image in coaching and in the role of a coach; and, have made a significant contribution to the community, and its children and youth. 2.4 A Committee of five (5) interested local citizens will be established by the Community Services Department to review all nominations received by the Municipality; and, to select both the Female and Male Coaches of the Year, based on the aforementioned criteria, on behalf of the Municipality. 2.5 Once selected, Council will recognize both the Male and Female Community Coaches of the Year at a future event. Should a nominated Coach have achieved Level II or higher, their names will also be submitted to the Province for eligibility for the Provincial Coach of the Year. (Provincial Coaches of the Year will then be eligible for the National 3M Coaching Canada Award.) The Community Coach of the Year Award should be presented prior to December 31, 2001. 3.0 FINANCIAl 3.1 The Ministry of Tourism, Culture and Recreation will provide all printed material and posters to solicit nominations; and, will provide the Municipality with a grant of up to $1,500.00 to offset costs related to promotion and advertising, mailing costs, awards ceremonies and mileage related to the Community Coaching Award Program within the Municipality. 809 .../3 .. .I." REPORT NO.: CSD-03-01 PAGE 3 4.0 SUMMARY 4.1 The Province initiated the Community Coach Program in 2000. At that time, six (6) communities within the Province were selected to introduce the program. The introduction was determined to be successful at the Level 1 and 2 Certified Coaching Program. As mentioned, in 2001, there were fifty (50) communities selected. If the program remains successful, the program will be introduced on a wider scale in 2002. 4.2 The Municipality's participation in the 3M Community Coaching Award Program will bring recognition and prestige to our community volunteer coaches, recognizing their commitment and dedication to the development of Claringtons' Youth.
