BACKGROUND AND COMMENT:
At a meeting held on September 25, 2000, the Council of the Municipality of
Clarington approved recommendation #GPA-420-00:
"THAT staff review and report back on winter maintenance on walkways through our
parks and parkettes."
Also, at a Council meeting held on December 11th, 2000, Council approved Report
# TR-77-00 which was for Tender CL2000-28 for Snow Clearing and Winter
Maintenance of Sidewalks and Parking Lots. At that time, it was suggested that
Public Works should investigate alternate ways that the Seniors Snow Clearing
Program could be undertaken more effectively. The following is a review of the
Senior Citizens and Physically Disabled Sidewalk Snow Clearing, Sand/Salting and
Driveway Windrow Removal Program portion of the Tender.
In Report TR-77-00, Tender CL2000-20 was approved by Council and Council is
aware of the significant increase in the fees for snow clearing. Over the past few
years the Municipality has enjoyed very moderate winter conditions. The total snow
clearing, sand and salt and windrow clearing in the 1999-00 season for the Seniors
and Disabled Snow Clearing Program cost $970.11 per call-out compared to 2000-
01 costs are up to $3,774.68 per call-out.

Note: The Call-outs listed above are not all for full call-outs. Some are for sand and
salt only, and some for snow clearing only. Windrows are not required to be
cleared for each snowfall. Also note that the March dates listed are the final
call-out dates for that year.
In the 1999-2000 season there were 24 call-outs with the last call-out day being
March 14th, 2000. With the significant increase of snowfall received in the 2000-2001
season, we had 53 call-outs, with the last call-out being March 13th, 2001, which is
an increase of approximately 130% from the previous year.
The Seniors Citizens and Physically Disabled Sidewalk and Driveway Windrow
Snow Clearing Program was a popular program again this past season. Although
there were 83 participants that did not retum to the program this season, there were
106 new participants and 505 residents who returned to the program, totaling 611
participants for the 2000-2001 season. (Note that the 83 participants that did not
return to the program have either moved or their living circumstances have changed
etc.)

To be eligible for this service, applicants must be 65 years of age or older or be
physically disabled, occupy a single family dwelling which fronts onto a Town street
in specified urban areas or the urbanized areas of the specified hamlets, and have
no able bodied persons under the age of 65 years residing on the property, The
snow clearing service on municipal sidewalks starts when a snow fall ends and only
when there is more than 2 cm (approximately 1 inch) of snow on sidewalks, The
driveway windrow snow clearing service is not undertaken until the snow plowing on
all Municipal streets has been completed.

It is clear that if this program does not meet the residents needs on the day of the
snowstorm, it is up to the resident to clear their sidewalks and windrows if they
cannot wait for our service. The Department receives many phone calls regarding
this level of service. The majority of our snow complaints occur immediately after the
snow plow passes by and the resident wants their windrow and sidewalk cleared
immediately.
The following is a breakdown of the metres of sidewalks and windrows cleared for
the 1999-2000 and 2000-2001 season:

windrow in the 2000-2001-season program.

Participants
In 2000-2001 our program costs for cleaning/sand/salt were $114,813.00. This
represents 53 call-outs which far exceeds the normal winter season. Usually we can
expect 25-40 call-outs in the winter season. As per Council request, staff have
reviewed our program with other Municipalities within Region of Durham and five
municipalities provide a "Seniors Snow Clearing Program". Of the five (5), Ajax is the
only municipality that has a charge for this service. The other Municipalities have
various other program requirements including maximum participants (200-400).
Oshawa, Whitby and Clarington currently do not impose a maximum number of
program participants.

During the 2001 Municipal Budget process, staff were requested to investigate a
cost recovery program to commence in the 2001-2002 season. In consideration of
the residents that participate in the program, a phasing program over the next 3
years will be implemented, It is suggested that the first year goal will be to recover
50% of the costs and in year two 75% and in year three 100% of the costs. The
2001-2002 program goal is to recover 50% of our most recent costs. The following is
suggested:
Sidewalks Sidewalk in front of house $100.00 per season/20 metres
$150.00 per season/40 metres
$175.00 per season/60 metres
Windrows End of driveway, snow left by snow plow $50.00 per season
If Council approves the above recommended fees, a resident must submit full
payment at the time of registration with their application form. Staff are estimating
that based on the proposed fees, revenues would be projected at $50,000.00.
PATHS THROUGH PARKS:
There are twenty-four (24) parks and parkettes that have paths in them that are not
being cleared during our winter maintenance program. Of the 25 parks and parkettes
in Clarington that have paths in them, nine (9) parks are being cleared as part of the
winter maintenance program. The nine (9) locations include Courtice West Park,
Glenabbey Parkette, Penfound Park, Stuart Park, Landerville Parkette, Lord Elgin
Park, Wests ide Drive Park, Foster Creek Parkette and Peters Pike Parkette. The
rationale for maintaining these locations is if it takes more then 15 minutes to walk to
the other side of the park by road and must be a path for children on their way to
school.
There are no other walkways that meet this criteria for winter maintenance,

Please see Attached #1 for path locations in Clarington. Currently we have 9,613
metres of paths through parks and 3,263 metres are cleared during our winter
maintenance season by our contractor. The cost for paths to be cleared for the
2000-2001 season was $18,444.00. The cost for any additional metres to be added
to the current maintenance contract is .50/metre for snow clearing, plus .50/metre for
sand and salt application,
CONCLUSION:
Staff will continue to evaluate the winter snow clearing program to ensure
efficiencies and effectiveness as well as accountability and due diligence. Staff are
not recommending any additional paths be included in our winter maintenance
program. The current snow-clearing contract will expire after the 2002-2003 season
and staff will evaluate all options and make recommendations on our winter
maintenance program to Council.
