Replacement search regarding the Director of Public Works
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report ADMIN. 2-95 be received;
2 . That the Chief Administrative Officer, in consultation with
the Director of Public Works, be authorized to advertise to
fill the upcoming vacancy for the position of Director of
Public Works;
3 . That the Chief Administrative Officer be authorized to proceed
with the recruiting process, utilizing outside consulting as
required, to a maximum of $5,000;
4. That the Chief Administrative Officer report back to Council
with a short list of two or three individuals who are
recommended for final interviews with Council; and
5. That funds required for the recruitment be built into the 1995
budget for personnel .
REPORT:
At the Committee meeting of November 21 1994, the Committee was
advised of the proposed retirement date for the Director of Public
Works, Mr. Walter Evans . At that time we advised that we would be
reporting back at a later date pertaining to the process to find a
replacement for this position.
Since that time the writer has spent a considerable amount of time
with Mr. Evans in reviewing the present situation within the
department.

We would point out that the department went through a
reorganization in 1988 shortly after Mr. Evans took the position of
Director of Public Works . At that time, the position of Deputy
Director was eliminated and two new positions were created, being
the Manager of Operations and the Manager of Engineering. The
staff complement was increased from 54 to 55 .
The following year the existing Roads Superintendent retired and
the position of Roads Superintendent was eliminated by replacing
one Engineering Technician and a Clerk Typist, bringing the
complement to 56 . In 1990, two positions were created, a Traffic
Co-ordinator and Fleet Superintendent and with the elimination of
two existing positions, the staff complement remained at 56 .
In 1993, two new positions were established, the Assistant to the
Manager of Engineering and the Operations Technician, bringing the
complement to 58. However, with the resignation of a Clerk Typist,
the complement went back to 57 and the freezing of two clerical
positions left the complement at 55 .
The major change came about in 1994 when the clerical staff at the
Operations Centre in Hampton were directed to report to the Manager
of Operations rather than the Administrative Assistant. The staff
complement remained at 57, .however, the two vacancies were still
frozen leaving a staff complement of 55, this being the same as it
was in 1988.
When one addresses the increase in population from 1986 to 1994, it
is found that an increase of 18,046 has taken place, being a 53%
increase. The roads system in the same time has increased from 773
kilometres to 823 kilometres, which is in the area of 6% .
Although there has been additional duties added to the department
through the increase in both population and the municipal road
system, the complement has not increased since 1988 and we will be
addressing same during the 1995 budget process.

In regards to the question of another reorganization of the
department, both Mr. Evans and the writer agree that it does not
seem necessary at this point in time as the department is
functioning well and delivers a first class municipal service at a
reasonable price.
Now that we have completed this review, we feel confident in
recommending that we proceed with the replacement of the Director
by way of a committee of two made up of Mr. Evans and the writer,
who would advertise to" fill the upcoming vacancy and carry out an
interview process that would result in the creation of a "short
list" of qualified applicants . Although there does not seem to be
"outside" assistance needed in this process, there will be the cost
of advertising and it is recommended that a budget of up to $5,000
be established for this purpose.

recommendations so that we might proceed with the replacement
process.
