Subject: Organizational Review: Community Services Department
Recommendations:
it is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report Admin. 3 - 95 be received;
2. THAT the Chief Administrative Officer, along with the
appropriate Staff, be authorized to conduct a review of the
organizational structure of the Community Services Department
and the existing and future service requirements currently
supported by the Department; and
3. THAT the Chief Administrative Officer report back with
recommendations on the above.
BACKGROUND:
1 . The Municipality of Clarington, with its rapid growth and
development, will be required over the next few years to
service the municipality in areas that are increasingly
placing new demands on the organization.
1 .2 The Community Services Department has not undergone a review
of this extent since the mid 19801s. Consequently, it is
recognized that the timing is appropriate for the Chief
Administrative Officer and appropriate Staff to enter into
this organizational review.
2.0 It is anticipated that there will be minimal costs involved in
conducting the review in that it will primarily be conducted
in-house and only drawing on external expertise if the
situation warrants at any given point during the exercise.
2. 1 It is anticipated that evaluation will take place in two
phases, the first of which will be an internal review,
commencing with interviews of different positions within the

existing complement, and concluding with a second phase which
will extend to consultation with some key user groups and
possibly other municipal structures of similar size and
demand.
2.2 Any proposed future costs attached to recommendations
resulting from the organizational review could be accommodated
through future budgetary considerations. It is therefore
premature to project related costs at this time.
3.0 The time frame for conducting the organizational review and
making any recommendations back to Council in the form of a
report is anticipated to be the fall of 1995.
