HomeMy WebLinkAboutADMIN-6-94 THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON REPORT Meeting: File GENERAL PURPOSE AND ADMINISTRATION COMMITTEE Date: Resp I APRIL 5, 1994 By-Law Report#: File#: ADMIN. 6-94 Subject: MUNICIPAL GARBAGE COLLECTION Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following; 1 . That Report ADMIN. 6-94 be received; 2 . That the Director of Public Works be instructed to prepare tender documents for a five year contract for garbage collection based on the present service provided by the Contractor representing the Municipality; and 3 . That tenders be called in a timely manner in order to commence service on January 1, 1995 . BACKGROUND AND COMMENT; Prior to 1985, garbage collection was provided to the residents of Bowmanville by municipal forces with no other areas in the municipality receiving such service. In 1986, the municipality entered into a two year agreement with Browning Ferris Industries for collection in the Newcastle, Orono, and Courtice urban areas . Two contracts were in effect in 1987, one for collection in Bowmanville, and one in the other urban areas . Both contracts expired on December 31, 1988. In 1988 the Municipality negotiated a contract with B.F. I . for five years, for the provision of garbage collection Town wide. In 1992 the contract was extended for one year in exchange for a "no increase" agreement to December 31, 1994. Although Staff is satisfied with the service being provided by B.F. I . , Clarington has not gone to tender for garbage collection since 1985/86 . By doing so, the Municipality would not only protect the tender process, but may also find that prices are more competitive. `CYC P D [CYCLE Ri615 PDlfJED IXJ PEGYCLED PAPEII We would therefore recommend that Staff be instructed to proceed to tender this service for 1995 .
