GRANT REQUEST FOR IMPROVEMENTS TO THE ORONO FAIR GROUNDS
Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report ADMIN-11-94 be received;
2. THAT a grant request of $21,000 be approved for the Durham Central Agricultural
Society for improvements to the Orono Fairgrounds;
3. THAT the required funds be withdrawn from unclassified administration account number
7007-X-298; and
4. THAT Mr. Jeff Davis Kinsmen Co-chair; Mr. Paul Morris, Rotary Co-chair and Ms.
Joyce Boudreau, of the Durham Central Agricultural Society be advised of Council's
decision.
BACKGROUND AND COMMENT
Clarington is scheduled to host the 1994 Ontario Rodeo Association Provincial Championships
September 23, 24 and 25, 1994. The 1994 event is co-sponsored by the Kinsmen and Rotary
Clubs of Bowmanville. This is the second consecutive year that the ORA has chosen Clarington
as the site for their championships. Last year's event was held on a private farm and was
successful in terms of both attendance and economic benefit to the community. Anticipating
another successful event in 1994, the Kinsmen and Rotary Clubs approached municipal staff in
March of this year asking for assistance in finding a location with facilities that could better
accommodate the 1994 Championships.

The Durham Central Agricultural Society has offered the use of Orono Fairgrounds for this
year's championships. All parties involved agree that this is an attractive site however there is
a problem with drainage that must be dealt with if the event is to occur.
In a letter to the C.A.O. dated April 27, 1994, Mr. Jeff Davis, the Kinsmen Club Co-Chair of
the event, outlined improvements, updates and repairs to the grounds totalling approximately
$53,000. The C.A.O. and Director of Public Works met with the sponsoring groups and
assessed the problem on site. The Director of Public Works estimates the cost for the purchase
of 600 linear feet of 36" diameter steel culvert to be $21,000. The Kinsmen Club will provide
all of the necessary labour, equipment and other materials to install the culvert.
All parties agreed, conditional upon municipal funding and support from the service clubs, that
the work could be completed to accommodate the ORA Provincial Championships. It was further
agreed, that if the Municipality could cover the cost of the culvert that the service clubs could,
through services-in-kind etc., accommodate the other updates and repairs needed to hold the
event.
The Durham Central Agricultural Society, in their 1994 grant request, included a capital
component of $7,500. to begin work on the improvements and repairs to the fairgounds. The
budget deliberations focused on maintaining the 1994 grant requests at the 1993 grant level and
consequently the capital request was not granted. However, considering the potential economic
spinoffs resulting from this capital contribution, Council may wish to consider utilizing the
contingency fund to award the grant. A copy of the 1994 grant request is attached as "Schedule
A" for information purposes.
Approval of this grant request has a number of short and long term economic development
benefits for the Municipality. Representatives of the Kinsmen and Rotary Clubs have indicated
that with an attractive site like Orono Fairgrounds, there is a strong possibility that the Ontario
Rodeo Association could enter into a contract with the Kinsmen and Rotary Clubs to hold the
Championships in Clarington for the next 5 years. The Kinsmen Club estimated that
approximately $240,000 was spent in the community for last year's championships including fuel
purchases, accommodation, meals etc., in addition to the supplies purchased locally for the
event.
An upgraded facility at Orono Fairgrounds also means that our potential to attract future sporting
events, championships etc. as an economic development strategy is enhanced.

As the main purpose of this report is to provide support for improvements to the Orono
Fairgrounds, we respectfully request that the recommendations contained in this report be
approved.

THE DURHAM CENTRAL AGRICULTURAL SOCIETY OPERATES AS A NON-PROFIT ORGANIZATION AND THE
OBJECTS OF THE SOCIETY ARE TO ENCOURAGE AN AWARENESS OF AGRICULTURE GENERALLY AND TO
PROMOTE IMPROVEMENTS IN THE QUALITY OF LIFE OF PERSONS LIVING IN THE AGRICULTRUAL
COMMUNITY BY HOSTING THE DURHAM CENTRAL FAIR. THE FAIR FEATURES COMPETITION AND EXHIBITS
FOR THE GENERAL PUBLIC-THE FAIR HAS AN ANNUAL ATTENDANCE OF OVER 10,000 PEOPLE.THE
SOCIETY CONSISTS OF OVER 200 VOLUNTEERS AND THE FAIR IS THE ONLY AGRICULTURAL FAIR IN THE
MUNICIPALITY OF CLARINGTON. SERVICES PROVIDED BY THE SOCIETY INCLUDES THE FAIR AND EVENTS
HELD AT THE FAIRGROUNDS WHICH ATTRACTS RESIDENTS AS WELL AS OTHERS FROM OUTSIDE OF THE
MUNICIPALITY. THE SOCIETY ALSO SHARES OUR FACILITIES WITH THE MUNICIPALITY THROUGH THE
PERMITTING OF THE BASEBALL FIELD AND ACCESS TO THE ORONO ARENA. SOME OF THE FUNDING MAY
BE USED TO CREATE GREATER USE OF OUR FACILITIES TO THE PUBLIC.
