Roadside Identification proposal -
applicant Ms Sharon Broersma and Mr. Don Broersma
Recommendations:
It is respectfully recommended that Council approve the following:
1. That Report ADMIN. 12 - 94 be received;
2 . That Council approve of the proposal of the Roadside I .D.
presented by Ms Sharon Broersma and Mr. Don Broersma at the G.
P. & A. Meeting of June 6 1994;
3 . That the Mayor and Clerk be authorized to execute an agreement
that would allow the applicants to solicit homeowners within
the Municipality of Clarington with respect to the painting of
house numbers of roadside curbs based on the following
conditions;
4 . The approval is for the year 1994 at a cost to the property
owner of $9 . 00 per location;
5 . The Director of Public Works must approve the colours to be
used;
6 . The homeowners solicited be advised in the contract between
the parties that the Municipality is not a party to the
contract under which the work is to be done and therefore does
not guarantee same;
7 . The applicant and its employees enter into a "hold harmless"
agreement with the Municipality to the satisfaction of the
Municipal Solicitor; and
8. That the project does not supersede By-law 90-59 .

BACKGROUND:
At the General Purpose and Administration meeting of June 6 Sharon
Boersma appeared in deputation requesting permission to solicit
homeowners in order to paint house numbers on the roadside curbs in
front of their homes thereby identifying the house number which
would be of assistance to municipal vehicles providing emergency
services.
Committee referred the matter to the Chief Administrative Officer
in an attempt to identify potential Municipal liability surrounding
the program as well as future maintenance of the painted curbs.
On discussing the project with the appropriate senior staff, as
well as the Municipal Solicitor, it was found that there is in
place By-law 90-59 which calls for the affixing of Municipal street
numbers on private property. A copy of same is attached for the
information of Council.
It should be made clear to the participating homeowners that the
painting of the numbers on the curbside would not supersede By-law
#90-59 .
In regards to the future maintenance of the curb painting, it
should also be made clear to the property owner that there would be
no ongoing maintenance by the Municipality and should there be a
need to reconstruct the curb, the numbers would not be replace by
the Municipality.
OPINION:
It is the opinion of the appropriate senior staff that the present
By-law 90-59 suffices in providing the necessary identification for
emergency vehicles as per notices sent by the Planning Director and
Fire Chief as attached for the information of Council.
However, at the same time, any additional identification may be of
assistance to emergency vehicles and could be encouraged providing
that the question of liability and ongoing maintenance be
addressed.
RECOMMENDATION:
That Council enter into an agreement that would allow the project
to proceed based on the recommendations of staff and that the
project be reviewed by staff with a further report to Council in
early 1995.

BY-LAW NO. 90-_3
STREET NUMBERING BY-LAW
WHEREAS Section 210,Subsection 106 of the Municipal Act authorizes the municipality to enact a by-
law for numbering the buildings and lots along any highway in the Municipality;
WHEREAS the Town of Newcastle deems it necessary in the interest of public safety that all buildings
shall be identified by street numbers;
WHEREAS the Town of Newcastle has adopted a comprehensive street name and number system for
all highways within the Municipality;
NOW THEREFORE, the Council of the Town of Newcastle enacts as follows:
1. Any person who owns real property in the Town of Newcastle shall affix a municipal street
number on his property in an appropriate place that is clearly visible from the abutting street.
2. In the event any person who does not comply with the requirement of Paragraph 1 set out in
this By-law, the municipality may affix such street number and assess the cost against the
property owner through taxes in accordance with Section 210(106) of the Municipal Act.
3. This By-law shall come into full force and effect on January 1st, 1991.

PUBLIC NOTICE TO ITS RESIDENTS
In accordance to Section 210, Subsection 106 of the Municipal
Act, R.S.O. 1980, Council of the Town of Newcastle enacted By-
law No. 90-59 on March 26, 1990 whereby all property owners
are required to affix street numbers on their properties.
This action of Council is made in the interest of public health and
safety so that in the event of emergency situations, your property
can be readily identified and this would greatly assist fire fighters,
police, and ambulance personnel to respond and reach you on
a timely basis. Your co-operation is required to ensure the
proper operation of the 911 system effective May 1 , 1991 .
Any person who requires assistance in ascertaining his/her
municipal street number is requested to contact either Mr. Steve
Harding or Mr. Gerald Fradsham of the Planning and
Development Department at 623-3379.
We thank those property owners who have already installed their
street numbers and strongly urge those who have not done so to
take immediate action.

NOTICE TO ITS RESIDENTS
In accordance with the Ontario Municipal Act, Chapter 302 (106) ,
the Town of Newcastle requires ithe posting of your municipal
address for the purpose of immediate identification of your
property. I
The posting of your address will immediately assist All Emergency
Vehicles and personnel when responding to any emergency situation
at your location. In addition with the enhanced 911 telephone
system which may be introduced in the Town at some future date,
your address and telephone number can be displayed on the computer
screen for immediate identification. This is a vital and important
factor of the 911 system and cannot function effectively without
your assistance.
For mailing purposes only, your mu i.cipal address and your previous
rural route number should be used'. For example:
