Subject: NORTHUMBERLAND—CLARINGTON JOINT USE INITIATIVE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report Admin-18-94 be received;
2 . THAT the letter attached to report Admin-18-94 be
referred to the Treasurer and the Director of Community
Services to meet with the School Board Staff in order to
explore the opportunities with respect to joint use for
the two proposed new school sites in Clarington;
3 . THAT a copy of the letter be sent to the Library Board
with a request to refer the letter with direction to the
Library Director to meet with the School Board Staff and
Municipal Staff to explore the opportunities for joint
uses for library facilities on these two sites;
4. THAT the recommendations resulting from the meetings be
reported back to Council as soon as possible; and
5 . THAT Judi Armstrong, Chairperson of the Northumberland-
Clarington Board of Education be notified of Council's
decision.

REPORT:
1. 0 BACKGROUND
The Northumberland-Clarington Board of Education have invited
through a letter to the Mayor (copy attached as Attachment
#1)_ the Municipality and the Library Board to investigate the
potential of joint uses for two newly approved school sites
within Clarington.

2 .0 As Council is aware, over the past year, the School Board, the
Municipality and the Library Staff met to investigate the
potential for joint use on the Courtice Community Complex
proposed project. Report TR-53-94 informed Council that in
fact, the combination of joint uses, particularly for library
facilities, would not result in any saving in operating or
capital costs. However, it was a very productive process, and
some of the information generated through that process can be
extrapolated to future reviews for joint use projects.
2 .1 The exercise of exploring the joint use facility use was
entered into with expectations of overall cost reductions, and
although it did not produce savings for the Courtice Community
Complex, it was agreed by all parties, that the future new
school sites or municipal sites should be investigated for
their potential.

3. 0 The letter from the School Board outlines the offer to the
municipality to investigate the opportunity to participate
either in a shared or joint use on their upcoming projects.
Staff feel that it may be an opportunity to either utilize the
facility on a rental basis, which may reduce the rental costs
currently paid by the Library for the Newcastle Branch j
location, or participate in a joint use library operation for
Newcastle.
4. 0 Staff feel that the possibilities should be explored by the
same Staff working committee made up of representatives from
all three parties, and report. back to Council on the
conclusions of the investigation and analysis.

In response to paragraph three of the resolution by the Council of the Municipality
of Clarington ( # GPA - 541 - 94 ) passed on 12 July 1994 re:
"that The Northumberland-Clarington Board of Education be requested to
continue to explore joint use options with the Municipality of Clarington and
the Clarington Library Board for future sites which may be planned to
incorporate joint use."
I wish to advise that the Ministry of Education and Training has recently
announced approval of capital expenditure forecasts for two new public schools
in the Clarington area: a new Martin Road school, Bowmanville, and a
replacement school for Newcastle Public School, Newcastle. Accordingly, the
Board would be pleased to explore with the Municipality and the Library Board
the feasibility of any joint use projects.
Since the schools are slated for possible opening in September 1996, it is crucial
that discussions for joint use be conducted as soon as possible.
Therefore, in order to facilitate this initiative, would you please advise us of the
earliest possible meeting date to review possible joint use options for these
projects.
