Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report ADMIN. 20-94 be received for information;
2 . That Council refer the matter of a replacement for the
position of 'Director of Public to the Chief Administrative
Officer for consideration and report back to Council regarding
a proposal at an early date';
3. That Council express their sincere appreciation to Mr. Evans
for his efforts on behalf of the Municipality over the years
as well as wishing him a long and both happy and healthy
retirement.
REPORT:
I
It is with mixed emotions that the Chief Administrative Officer has
received notice from the Director of Public Works, Mr. Walter
Evans, that it is his intention to retire from the Municipality on
or about May 1st 1995 .

Walter Evans is a Professional Engineer receiving both a B. Sc. and I
a degree in Civil Engineering from Queen's University. His career
started with the National Research Council in Ottawa, a brief
period in the private sector and went on to the Ministry of
Transportation of Ontario, County of Ontario, Town of Whitby and
the Region of Durham Works Department prior to joining the j
Municipality as Director of Public Works in 1987 .
Since joining Clarington, Walter was instrumental in having Council
adopt a Health and Safety Policy which has resulted in 582 work
days without a lost time injury as of the date of this report.

When researching the fact that the previous record was 45 work days
without a lost time injury, it is obvious that the program has been
a great success .
Walter is not an individual to back away from a challenge, whether
it be in dealing with matters such as Mill Street Bridge in
Hampton, Williams Mill Road Bridge, or the McMaster Hill safety
concerns on Taunton Road. He has also found time to serve on the
Employee Assistance Program Committee, not to mention filling the
role of Santa Claus at the children's annual Christmas party. His
most recent success can be found in heading up the 1994 United Way
Campaign for Municipal staff which increased the United Way
contributions from $6,100 in 1993 to $12,000 in 1994.
Walter has been instrumental in reaching out from the Town Hall to
the Business Improvement Areas in Bowmanville, Newcastle Village
and Orono.
We understand that Walter's retirement plan will be focussed in the
Picton area where he now has a summer cottage and his ambition of
turning his woodworking hobby into a cottage industry.
The writer joins with Council and staff in thanking Walter Evans
for his contribution to the Municipality over the past seven years
and wishing him well in retirement.
It is respectfully recommended that the matter of a replacement be
referred to the office of the Chief Administrative Officer for
review, with the assistance of Mr. Evans and appropriate staff, and
report back to Council at an early date with a recommendation
pertaining to a hiring process for the position.
