FIRE AND COURT BUILDING RENOVATIONS AND
DURHAM REGION NON-PROFIT HOUSING SENIORS' CENTRE
Recommendations:
It is respectfully recommended that Council adopt the following:
1. That Report ADMIN. 22-94 be received for information;
2 . That the Chief Administrative Officer be instructed to go on
record with the Durham Region Non-Profit Housing Corporation
that the Municipality of Clarington approves, in principle, of
the preliminary architectural drawings completed by Wayne J.
Swadron, Architect, which shows the proposed Seniors ' Housing
facility encompassing approximately 10,000 square feet for a
"Seniors ' Centre" within the structure, and the structure
being attached to the Municipal Fire and Court Building by way
of some type of covered walkway; and
3. That the Municipality of Clarington agrees to cover the cost
of the 10,000 square feet "Seniors ' Centre" on the proviso
that an acceptable financial contribution by the Municipality,
either by way of capital investment or long term lease, is
agreed upon between the Housing Authority and the
Municipality.
A report was submitted to the October 17th 1994 meeting of the
General Purpose and Administration Committee recommending the
appointment of Greer Galloway Architects and Engineers to carry out
a review of the existing Fire and Court Building, as well as
architectural drawings that would renovate the present Fire and
Court Building to a Senior Centre facility including an elevator
for the building itself.
In that report, Council was advised of plans by the Durham Region
Non-Profit Housing Corporation to construct a complex on the site
of the former Dominion Piano Factory located at the east side of

Temperance and Church Street. This structure was to house a Senior
Centre that was to be paid for by the Municipality and operated by
the seniors themselves .
Since that time, staff has had considerable amount of negotiations
with the Durham Region Non-Profit Housing Corporation regarding the
structure as well as financial participation by the Municipality of
Clarington regarding the proposed Seniors' Centre. During the
course of these negotiations, we have met with representatives of
the Clarington Older Adult Committee, as well as Community Care,
who showed interest in being part of this facility. Council will
recall that the original study done by Greer Galloway, the Seniors
Centre Feasibility Study, called for approximately 15,000 - 17,000
square feet some time in the future to attend the needs of the
older adult community. What we have been successful in negotiating
to date is 10,000 square feet to be located in the Durham Region
Non-Profit Housing Authority's building situated on the first floor
of the east-west wing shown on the attached architectural sketch.
This sketch was submitted by Wayne J. Swadron, architect, on behalf
of the Housing Authority and its builder.
In order to provide more space for facilities that will complement
the Seniors ' Centre, such as Community Care and other social
service facilities, we have investigated a covered walkway that
would run from the Housing Authority building to our present Fire
and Court building. By connecting the two structures, the entire
Fire and Court building, once renovated, could be leased to both
public and private users that would wish to be close to the Housing
Authority's 60 unit complex.
At this point in time, we require the support of Council to the
following:
1. In keeping with previous commitments, Council agrees, in
principle, to the 10,000 square feet within the Housing
Authority's complex to be designated for a "Seniors ' Centre" ;
2 . Council agrees that operational costs of such a facility will
not be the responsibility of the Durham Region Non-Profit
Housing Corporation or the Ministry of Housing, as the Older
Adult Committee has stated that the operation of the facility
will be carried out on a volunteer basis, provided by the
Older Adult Committee, similar to the operation of the various
Hall Boards;
3 . Council agrees to finance the construction of the said 10,000
square feet by way of a capital investment that could possibly
be debentured over a 10 or 20 year period, or by way of a long
term lease to be negotiated between the Municipality and the
Housing Authority;
4 . Council agrees with the direction for the Municipal
Architects, Greer Galloway, to collaborate with Wayne J.
Swadron, the architect of the Housing Development, in order to
ensure that any renovations to the Fire and Court building,
initially used for a Seniors ' Centre, could later be used to
house appropriate tenants as described above and could be
connected to the Housing Authority's structure.
Once these commitments are given by Council, staff will then be in
a position to advise the Durham Region Non-Profit Housing Authority
of Council 's decision so that they will then be able to proceed to
make official application to the Ministry of Housing for the
necessary funding of the project. Staff would then continue to
negotiate with the Housing Authority identifying the dollars needed
for the Municipal portion of the structure as well as how this
amount would be financed by the Municipality.
Once staff has further information from the Durham Region Non-
Profit Housing Authority regarding the financial impact of the
project as to how it relates to the Municipality of Clarington, we
would then report back to Council seeking further direction.
It goes without saying that if we are successful in completing
negotiations that would see a Seniors' facility in the Durham
Region building, tied to the present Fire and Court Building by way
of a covered walkway or atrium, this would assist us greatly in
marketing the rental of the Fire and Court building. The entire
project would be a flagship for the older adult community in the
Municipality of Clarington and the Region of Durham.
