It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:

proceed with the Master Fire Plan as soon as possible.

BACKGROUND AND COMMENT
As a result of the divergence in the emergency and fire services capabilities and the
escalating demands of the community, Council has approved, with presentation of these
terms of reference, the undertaking of a Master Fire Plan review.
The review will look at the needs of the community over the next 5 to 10 years initially,
and longer range planning for the period of 10 to 20 years. The objective of the
committee will be to complete the study and present its findings to Council before the
end of 2002.
Some of the questions the committee will look at are:
. How many fire stations will the Municipality of Clarington require in the future and
where should these stations be located?
. How many fire/rescue crews will be required in future, their makeup and where to
locate them for the best response in the Municipality given the forecast growth?
. How will mutual aid and automatic aid agreements impact on the future needs of
the Municipality and what altematives are available to the traditional way of doing
business?
. How will the Municipality through in-service personnel as well as alternative
service agreements meet the needs of a rapidly growing Municipality and its
residents?
Steering Committee
Several Municipalities have conducted, or are conducting, such reviews and studies.
The make up of their Steering Committees varies, but have some common features.
Staff is recommending the following makeup of our Steering Committee:
Director of Emergency Services/Fire Chief
Manager of Prevention & Communications
Manager of Suppression & Training
Regional Councillor Wards 1 & 2
Regional Councillor Wards 3 & 4
Director of Finance
Manager Development & Review
Manager of Human Resources
President of Clarington Professional Firefighters' Association
These will be the core members of the Steering Committee and other members of staff
will be seconded to assist as certain expertise becomes required.

It is also recommended that, given the complexity of the report to be generated by the
committee, the assistance of a consultant be included. After discussions with the
Director of Finance it is being recommended that the committee will draft an RF.P. for
the consulting function and bring proposals to the budget process. It should also be
noted that according to the consultant who prepared the Development Charges Report,
costs for consulting can come from Development Charges as the Plan deals with future
growth needs. The costs will be shared at a rate of 73.9% from Development Charges
and the remaining 26.1 % from the tax base. Therefore, it is recommended that the
process to establish the committee be started as soon as possible.
Proposed Schedule
With Council's approval of this report an initial meeting of the Steering Committee will be
scheduled for mid to late November, depending on availability of those involved in the
Committee. Staffs hope is to start the formal work in January with the completion of the
report and presentation to Council prior to the Christmas break of 2002.
The report will take into consideration future growth in the Municipality, including
forecasts for industrial/commercial growth as well as residential growth. It will also look
at various means of attaining the future requirements of the Office of the Fire Marshal's
10 in 10 Guideline, which specifies response criteria to insure 10 staff on site in 10
minutes for urban responses. The committee will look at the impact of this as well as its
implication for rural response. Several areas will be studied including how neighbouring
Municipalities meet these guidelines and what could be done in co-operation with them
to assist in meeting these guidelines. These could include the sharing of resources
through mutual aid and automatic aid agreements. These agreements could have an
impact on existing collective agreements and could therefore require the co-operation of
the various Municipalities and their Firefighter Associations and Councils.
Staff realizes this will be a major undertaking requiring the assistance of all the
participants on the committee, as well as others. It is hoped that when put before
Council, the report and its recommendations will be a productive document that will
address the needs of the residents, our customers, for the immediate and future growth
of the Municipality of Clarington.
