Director Emergency & Fire Services Chief Administrative Officer MGC:sr 734 -' REPORT NO.: ESD-007-01 PAGE 2 BACKGROUND AND COMMENT At the Council meeting of September 24, 2001, Item D-23, a Memo entitled Regional Hazard Analysis, from Steve Marchi, Co-ordinator of Training and Education for Durham Emergency Measures, was referred to Emergency and Fire Services for a report. The intent of this type of exercise is to evaluate the Region and its Municipalities' level of preparedness for a substantial occurrence, such as a railway accident or hazardous materials incident, to name a couple. The exercise will look at the Region and evaluate what hazards exist in area industries as well as other sites. Railways and highways will be ana lysed to determine what materials may be transported through the Region and in what quantities. Another area to be analysed is the Municipalities ability to respond to hazardous material emergencies. The Regional Fire Chiefs have been discussing hazardous material responses in the Region and the sharing of resources. This report will help in determining the resources available and everyone's ability to respond as well as what we will need to do collectively to be ready for any incidents. As mentioned in Mr. Marchi's memorandum areas that will be looked at are: o roads o railways o community facilities, industrial facilities, land uses o population density o water courses, dams, flood plains o geological features o gas & oil lines o hydro transmission corridors o water and sewer systems o power generation plants o topography o forrest areas o air flight paths o international ports o epidemic/health information o forest fire data o weather data o transportation data Some areas that effect Clarington fall into most categories, roads (Highways 401 & 115), railways (C.N. & C.P.), community facilities (arenas & ammonia storage), hydro and power generation (Darlington Generations) forest areas (Ganaraska), just to touch on a few. 735 Continued. . .. .. REPORT NO.: ESD-007-01 PAGE 3 The information gained and shared in this study will be invaluable to all area Municipalities and allow them to evaluate their capabilities. Emergency and Fire Services look forward to meeting with the consultants and receiving all available information. It should also be noted that Emergency & Fire Services in co-operation with DEMO (Durham Emergency Measure Office) would be conducting an exercise in early 2002. A tentative date is March 22, 2002 and more infonmation will be brought to Council as this exercise date gets closer and more preparations have been made. All these various exercises and studies are intended to insure that the Region and its Municipalities are prepared to handle any and all emergency situations that may occur.
