MASTER FIRE PLAN
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report ESD-005-01 be received;
2. THAT upon completion of Terms of Reference, authorization be given to
undertake a formal Master Fire Plan for the Clarington Emergency and Fire
Services.

BACKGROUND AND COMMENT
While at the Ontario Fire College recently, I was infonmed that new guidelines will be
forthcoming from the Ontario Fire Marshal's Office related to minimum levels of service
to be provided to area residents.
There are also new National Fire Protection Association (N.F.P.A.) guidelines that are
coming forward, which address recommended rules for fire protection.
Although compliance with N.F.PA guidelines are not mandated they are resource
levels that are referenced by such agencies as insurance companies when setting fees,
etc.
We have also all been impacted by the recent incidents in the United States, which
show how various services can be taxed in certain situations. Although we may never
be stressed to that extent, it makes everyone aware of the benefit of being prepared.
The Municipality is also, at present, reviewing the Municipal Business Plan, which
identifies areas such as:
· Identifying existing service levels
· Identifying deficiencies and enhancement opportunities
· Review best practices with neighbouring Municipalities
· Establish desirable targets
· Determine steps to meet specific service levels
All of these issues will be part of a Committee's mandate when reviewing service levels
and making recommendations in a "Master Fire Plan".
Once completed, the plan will be brought to Council and a presentation made on its
contents.
The actual review and preparation of the plan will take up to a year to complete. With
approval of this report, staff will bring forward a detailed report outlining Terms of
Reference for the Committee. As well, a proposed timetable for the Committee's review
of services will be included and an estimate of costs that may be associated with the
Committee's operation, such as consulting fees.
