By-Law # MEETING: General Purpose and Administration Committee DATE: Monday, July 17, 1989 REPORT #: ADMIN 18-89 FILE #: PLN_ 20.1 SURECT: INTERIM ADJUSTMENT TO LOT LEVY FILE: PLN 20.1 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report ADMIN 18-29 be received; 2. THAT the attached by-law detailing the new lot levy rate be passed; and 3. THAT Cam Watson and Associates be retained to a maximum of $25,000. to assist Town Staff in conducting a comprehensive review to arrive at new levy rates for 1990 and the funds be drawn from Reserve Account for Professional Fees (2900-21-X) REPORT: 1. On September 26, 1988, Council passed By-law 88-149 establishing lot levy rates for the Town of Newcastle. The 1988 rate was calculated based on 1988 construction costs. We are now be approaching a one (1) year mark and it is prudent to make an interim adjustment to our lot levy rate to reflect increase in the Southam Construction Index. . . .2 1105 RLIPORT NO. : PAGE 2 ------------------------------------------------------------------------------- 2. Cam Watson and Associates, who earlier provided the Town a comprehensive report on lot levy in 1988, was requested to look into this'matter. The interim adjustment suggested by the consultant is 5.5% increase which is identical to the increase in the Southam Construction Index between the period of May 1988 and May 1989. 3. Comparison of the current rates and the proposed levy rates for various types of residential units are provided as follows: Per Unit Charge Courtice, Bowmanville Remaining Areas & Newcastle Village Urban Areas Single detached, linked $2,974.00 $2,894.00 Semi-detached ($2,819.00) ($2,743.00) Townhouses $2,730.00 $2,656.00 ($2,588.00) ($2,518.00) Apartments - Bachelor & $1,126.00 $1,095.00 One Bedroom ($1,067.00) ($1,038.00) - Two Bedroom $2,113.00 $2,056.00 & Up ($2,003.00) ($1,949.00) NOTE: Current Rates are in brackets i i 4. The attached by-law sets out the new levy rates which will be effective immediately upon passage of the by-law. Early in the fall, Staff will be examining the Town's growth related capital needs in order to arrive at the appropriate levy rate for 1990. This exercise will be done in conjunction with the 1990 Budget exercise and will be conducted with the assistance of Cam Watson and Associates. The estimated cost of consulting fee will be between $19,000 - $25,000 and will be drawn from the Reserve Account for Professional Services. Respectfully submitted, i __________________ Lawrence E. July 5, 1989 I i I i g 107 DN: DEV/CH I i THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW NUMBER 89-,,,,,, being a-By-law to'establish the scale of development charges for the Town of Newcastle. WHEREAS the Council of the Corporation of the Town of Newcastle has established its schedule of development charges; AMID WHEREAS as the Town of Newcastle deems it advisable to update its schedule to provide for an interim adjustment of the development charges based on increases in the Southam Construction Index. NOW THEREFORE, the Council of the Corporation of the Town of Newcastle enacts as follows: 1. By-law 88-149.is.hereby repealed. 2. The following development charge levies shall be payable to the Town of Newcastle for all residential development or redevelopment through Plans of Subdivision and Condominium, Consent and Rezoning: per, pnU :Charge Courtice, Bowmanville Remaining Areas & Newcastle Village Urban Areas Single detached, linked $ 2,974:00 $ 2,894.00 Semi-deEached Townhouses $ 2,730.00 $ 2,656.00 Apartments - Bachelor & $ 1,126.00 $ 1,095.00 One Bedroom Two Bedroom $ 2,113.00 $ 2,056.00 & Up 3. All development charge levy collected pursuant,to the provisions of this By-law shall be paid into the-reserve funds:in accordance with the following proportionment: Community Services 38.3 8 Public Works 45.5 8 i Civic Administration & Museum 5.6 8 Fire Protection 6.0 8 Libraries 4.6 8 i 2 - 4. This by-law shall take effect on the date of passing hereof.
