SUBJECT:
DEVELOPMENT SCHEME FOR THE PORT DARLINGTON AREA
(A PROPOSAL)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1 . That report ADMIN. 18 ® 87 be received; and
2. That the terms of reference provided as Attachment #1 to Report ADMIN.
18 - 8'1 pertaining to the preliminary work to be undertaken related to
the Port Darlington Area be approved.
REPORT:
At its meeting of May 25 1987, Council discussed the matter of' formulating a
development scheme for the Port Darlington area of the Town in order to provide
for the expansion of various activities within the general area as part of a
tourism development plan.
In this regard, the merits of initiating investigations related to the future
development of the general area were addressed and considered to be warranted
in order to take better advantage of the existing marine and boat building
facilities and to capitalize on the potential of this very unique area of the
Town.

In considering this matter, Council passed Resolution #C-510-8'( wherein the Chief
Administrative Officer was directed to engage an appropriate consultant at a
cost not to exceed $5,000 in order to provide assistance as an initial step in the
formulation of a development scheme for the Port Darlington Area. However, prior to
the engaging of a consultant, Council directed that more details be provided
regarding the work to be undertaken.
Staff has undertaken several discussions and conducted some preliminary
investigations regarding the development of this area. This has included a meeting
with the private operators of the Port Darlington Marina and Wiggers Custom Yachts
Limited. In this regard the private operators have responded very favourably to the
formulation and implementation of a tourism development concept for the area. Such a
venture would require the participation and co-operation of other individuals and
agencies. As such, the role of the various levels of government and/or adjacent
land owners would have to be determined.
In addition, the ways and means to consolidate various properties for purposes
of initiating this endeavour would require the identification of specific parcels
of land and the manner in which such properties would be acquired. This would
involve an examination of the options available and the practicality of proceeding
with suitable means of acquisition. These lands would provide critical elements to
the overall development scheme ultimately required for the area.
In reviewing the above aspects, funding possibilities in particular those from
senior levels of government would be explored in order to exhaust potential sources.
Preliminary discussions have taken place with staff of the Provincial Ministry
of Tourism and Recreation and the Federal Business Development Bank in this regard.
This would include an examination of monies available to fund engineering studies
pertaining to harbour and river flow situations.

The consultant would also examine possible short term solutions to the situation
related to the siltation of the harbour entrance through sources which may be
available to provide assistance in the form of labour. This labour could be
utilized in 1987 to assist in keeping the channel clean of siltation and therefore
enhance activity in the area regarding vessels entering and exiting.
it is expected that the various efforts of a consultant would provide answers
to the items generally outlined above. More specifically, attention should
be focussed on Attachment #1 which provides the terms of reference
pertaining to this initial work related to the Port Darlington Area.
This indicates in an itemized fashion the prime areas of work which will
be undertaken. Any subsequent work would be undertaken if' determined appropriate
and approved by Council. Such work could address matters pertaining to a plan for
the general area in the form of a development concept and the facilities which would
be appropriate and desirable in order to enhance the area's character and potential.
