RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. THAT Report TR-51-01 be received;
2. THAT Dagmar Construction Inc., Markham, Ontario, with a total bid in the amount of
$1,058,162.52 (including G.S.T.), being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender CL2001-12, be awarded the contract for the
Graham Creek Bridge and Mill Street Reconstruction and Lakeshore Road Bridge Scour
Pad Repair, as required by the Department of Public Works;
3. THAT funds required in the amount of $1,190,000.00 (including G.S.T., Consulting, Utilities
and Contingencies) for Graham Creek Bridge and Mill Street Reconstruction be drawn
from the Public Works Account #7205-01013-0261;
4. THAT funds in the amount of $47,000.00 (Including G.S.T., Consulting and Contingencies)
required for Lakeshore Road Bridge Scour Pad Repair be drawn from the carried over
2000 Public Works Budget Account #7205-00003-0261;
5. THAT the Contract award be conditional on the successful completion of the Class
Environmental Assessment (EA); and
6. THAT the attached By-law marked Schedule "A" authorizing the Mayor and Clerk to
execute the agreement be approved;
BACKGROUND AND COMMENT
Tender specifications were provided by Totten Sims Hubicki Associates, for the Graham Creek
Bridge and Mill Street Reconstruction and Lakeshore Road Bridge Scour Pad Repair as required
by the Department of Public Works.
Tenders were advertised in the local papers, as well as the Daily Commercial News.
Subsequently, tenders were received and tabulated as per Schedule "B" attached.

The total project cost, including Project Administation, as detailed in the letter from Totten Sims
Hubicki Associates, marked Schedule "C" is estimated at $1,190,000.00 for the Graham Creek
Bridge and Mill Street Reconstruction and $47,000.00 for the Lakeshore Road Bridge Scour Pad
Repair portion.
Funds in the amount of $1,190,000.00 will be drawn from the 2001 Public Works Capital Budget
Account #7205-01013-0261,and are within the budget allocation of $1,200,000.00 for Graham
Creek Bridge and Mill Street Reconstruction as identified on page 123. It Is recommended that
funds in the amount of $47,000.00 be drawn from the carried over 2000 Public Works Budget
Account #7205-00003-0261 and are within the remaining budget allocation of $57,000.OQ
The low bidder has previously performed satisfactorily for the Municipality of Cllrington in recent
years.
The Treasurer has reviewed the funding requirements and concurs with the recommendation.
Queries with respect to department needs, specifications, etc., should be referred to the Director of
Public Works.
It is recommended that the award of the Contract be conditional on the successful completion of
the Class Environmental Assessment (EA) which is currently available for Public Review. The EA
process should be completed by July 16, 2001.
After further review and analysis of tl"e bids by Public Works, Totten Sims Hubicki Associates and
Purchasing, it was mutually agreed that the low bidder, Dagmar Construction Inc., Markham,
Ontario, be recommended for the contract for the Graham Creek Bridge and Mill Street
Reconstruction Lakeshore Road Bridge Scour Pad Repairs.

Tenders for the above project were opened at the municipal offices on Thursday, June 14, 2001, at
2:00 p.m. The bids received inclusive of GST are swnmarized as follows:
Dagmar Construction Inc., Markham, Ontario
Bob Hendrickson Construction Ltd., Pickering, Ontario
$1,058,162.52
$1,187,989.97
The low bidder's tender has been reviewed and is in order. Dagmar Construction completed the Cove Road
project for the Municipality of Clarington in 1999 and 2000. They performed very well. They have also
worked for other municipalities including the Region of Durham over the past several years. All references
contacted judged Dagmar's performance to be average to above average. We, therefore, recommend
acceptance of their low bid.
A swnmary of estimated project costs is attached for your reference. The Graham Creek Bridge and Mill
Street Reconstruction component of the project is under budget by $10,000 with a contingency allowance
included. The Lakeshore Road Bridge Scour Pad project is now estimated to be under budget by $13,000.
Any deposit cheques should be retained until the Contract has been executed by the low bidder.
Council's award of the Contract should be conditional on the successful completion of the Class
Environmental Assessment (EA) which is currently available for Public Review. The EA process should be
completed by July 16, 2001.

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW #2001-
Being a By-law to authorize a contract between the
Corporation of the Municipality of Clarington and Dagmar
Construction Inc., Markham, Ontario for the Graham Creek
Bridge and Mill Street Reconstruction and lakeshore Road
Bridge Scour Pad Repair.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS
AS FOllOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the
Corporation of the Municipality of Clarington with the Corporation Seal, a contract
between Dagmar Construction Inc., Markham, Ontario and said Corporation; and
2. THAT this agreement attached hereto as Schedule "A" form part of this By-law.
