REPORT #: ADMIN. 68-86 FILE #: SUBJECT: TOWN OF NEWCASTLE. ADMINISTRATIVE FACILITY FUNDING. RECOMMENDATIONS: It is respectfully recam-ended that the Hydro Liaison Committee recommend to Council the following: 1. That ADMIN Report 68 - 86 be received; and L. That the Town of Newcastle and Ontario Hydro enter into an agreement to authorize the expenditure of funds from the Ontario Hydro Community Immpact Fund Darlington Generating Station "B" account in the amount of $156,000.00., to assist in the construction of the Town of Newcastle's Administrative Facility; and 3. That a draft supplementary agreement be prepared authorizing the drawing of funds to support the project; and 4. That the draft agreement and necessary by-laws authorizing the Mayor and Clerk to enter into the agreement be presented to Council. BACKGROUND AND COMMENT: At the meeting of July 25th, 1986, the Sub-committee discussed the method by which the Town of Newcastle's new administrative facility could be funded. Briefly, the sub-committee reviewed the impact that Ontario Hydro has had upon the municipality's administrative facilities, and concluded that the development ocurring in Courtice in particular, was to a great extent attributable to the inflow of workers related to the construction of the Darlington Generating Station. ADMIN 68 - 86 -2- A review of staffing levels in each department led to the conclusion that all municipal offices had experienced an increase in growth and service demands and, expected to see the process continue for some time to come. Treasury 3 additional staff Clerk 1 Planning 5 If Public Works 3 Camunity Services 1 If Total 13 If It The approach taken to determine the impact now and in the forseeable future, was to establish the number of additional staff required, determine the space they require in the new facility and multiply by the cost of the space. (Staff x square footage x cost) _ 13 staff x 100 square feet per person x $120.00 per square foot _ $156,000.00. It is recawnded therefore that the Hydro Liaison Corrmittee consider requesting that Ontario Hydro contribute the sun of $156,000.00 to the cost of the new administrative facility and authorize the perparation of a supplementary agreement to give effect to the proposal.
