HomeMy WebLinkAboutADMIN 64-86 TOWN OF NEWCASTLE REPORT File # 1s . , i Res. # _ - By-Law # SPECIAL MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: AUGUST 28 1986 REPORT #: ADMIN. 64 - 86 FILE #: SUBJECT: PROVISION OF WATER AND SANITARY SEWERS TO THE PROPOSED ARENA SITE AT HIGHWAY 2 AND REGIONAL ROAD 57 RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Administrator's report ADMIN. 64 - 86 be received; and 2. That the Regional Municipality of Durham be authorized to hire an engineering consultant to design the water system required to service the arena site; and 3. That the Regional Municipality of Durham be authorized to hire an engineering consultant to design the sanitary sewer system required to service the arena site; and 4. That the expenditure of approximately $485,000.00 for the construction of the watermain to serve the arena site be authorized and charged to the Arena Construction Account #7606-0501-X-1 ; 5. That the expenditure of approximately $250,000.00 for the construction of a trunk sewer line to serve the arena site be authorized and charged to the Arena Construction account; and 6. That the expenditure of consulting fees associated with the engineering and design of the water system estimated at $30,000.00 and the sanitary sewer system estimated at $15,000.00 respectively be approved and charged to the Arena Construction Account; �. That the Region of Durham be advised of the decision. ADMIN. 64 - 86 -2- BACKGROUND AND COMMENT: By letter dated August 6th 1986, the Region of Durham was requested to examine the practical possibility of constructing a watermain from Coleman Street to the arena site located at the north-west corner of Highway #2 and Regional Road 57. As a result of the request, a meeting was held on August 19th 1986 which was attended by the writer and members of the Regional Works Department. The results of the meeting were: 1 . The cost estimate for the construction of the water main was $275,000.00; 2. The cost estimate for the construction of a pumping station was $215,000.00; 3. Engineering costs whether done in-house or contracted out would be $30,000; 4. Fire fighting requirements for water on site necessitate the construction of a twelve inch ( 1211) watermain loop around the site; 5. Sanitary sewer service is available to the site from Coleman Street at a cost of approximately $250,000.00; 6. If oversizing was to be considered then the Region would pick up part of the oversizing and engineering costs; 7. Engineering costs for the sanitary sewer would be approximately $15,000.00; 8. If full services were constructed to the site (water and sewer) these would be certain offsetting cost savings, i .e. sanitary sewer vs holding tanks, pumps and tile beds, the incorporation of the pump for the water main within the compressor room of the arena; 9. That a six inch (611) line would be sufficient to provide water within the arena facility for other than fire fighting purposes; 10. The timing of construction of the water and sanitary sewer services from Coleman Street to the arena site if authorized, would be co-ordinated with the Town's consultants and constructed in the spring of 1987. ADMIN. 64 - 86 -3- - Recognizing that there is a need to time-line the project, if the members of the Committee agree, then it would be appropriate to authorize the Region to proceed with the hiring of a consultant to design the systems required to service the new arena site. - Respectfully submitted, 1 e-xl ` David W.
