HomeMy WebLinkAboutADMIN 37-86 TOWN OF NEWCASTLE REPORTFile # f / Res. # ?.,<'.f ��v -- - By-Law # METING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: MAY 5 1986 REPORT #: ADMIN .7-86 FILE #: SUBJECT: Redeployment of the responsibilities for enforcement and policing of the Town of Newcastle Sign By-Law, Pool/Fence By-law and Property Standards By-Law to the By-Law Enforcement Officer RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Administrator's report ADMIN. 37 - 86 be received; 2. That the attached by-law amendments dealing with swimming pools, fences and property standards be adopted; and 3. That the By-Law transferring enforcement of the sign by-law to the By-Law Enforcement Officer be given first reading and staff thereafter be authorized to provide public notice and present the by-law to Council after the appropriate fourteen day notice period has expired; and 4. That the Members of the Property Standards Committee be advised of Council 's actions with respect to the re-assignment of Property Standards enforcement to the By,-law Enforcement Officer. BACKGROUND AND COMMENT: At the April 28th 1986 Council meeting, Council approved the re-assignment of the responsibility for enforcement and policing of the Town of Newcastle Sign By-Law, Pool/Fence By-Law and Property Standards By-Law to the By-Law Enforcement Officer. In order to effect this transfer it is necessary that appropriate amendments be introduced to the affected by-laws. These amendments ADMIN. 37 - 86 -2- have been attached for Council 's consideration. It should be noted that under the provisions of the Sign By-Law, there is a notice period requiring a minimum of fourteen days prior notice to any amending by-law. As such, it is being recommended that Council only give first reading to the by-law which would amend the Sign By-Law, and thereafter staff will make the necessary arrangements for notices and subsequently present the by-law for a second and third reading after any notice period has expired. The matter of change in remuneration level concurrent with any re-adjustment in duties is currently under examination.
