Preliminary Report of the Committee to the
Minister of Municipal Affairs
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That Administrator's report ADMIN. 34 - 86 be received;
2. That the Treasurer be requested to summarize the Report, in
particular Chapters 3 and 4 and to recommend any comments that
should be forwarded to the Advisory Committee on Municipal Insurance.
BACKGROUND AND COMMENT:
As members of Council are well aware, problems associated with municipal
liability insurance in Ontario are significant. In response to the
concerns that have been voiced by the Town of Newcastle and many
other municipalities across Ontario, the Province has established an
Advisory Committee to the Minister of Municipal Affairs on Municipal
Liability Insurance.
This Committee has released a preliminary report on the issue.
A copy of the full report is available in the Councillors ' library.
The letter of conveyance to the municipality signed by Claudette Miller,
Committee Chairman, (Mayor of Cambridge) , welcomes comments from
municipalities.

Under the circumstances and given the direct impact that the insurance
rate has on the Town of Newcastle, it is appropriate that the report
be referred to staff for a report to the General Purpose and
Administration Committee.

to the Minister of Municipal Affairs
As Chairman of the Advisory Committee on Municipal
Insurance , I am pleased to forward to you a copy of
the Committee ' s preliminary report , "Municipal
Liability Insurance in Ontario" .
The report has been sent to the Ontario Task Force on
Insurance and to the municipal associations , insurance
industry representatives , and other jurisdictions , for
their comments .
The Committee would be pleased receive any comments
which you or your staff may wish to make . All
