HomeMy WebLinkAboutADMIN 31-86 �Y TOWN OF NEWCASTLE REPORT File # /� Res. # ' >, �¢ By-Law # MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: APRIL 15 1986 REPORT #: ADMTN_ 31-36 FILE #: SUBJECT: RISK MANAGEMENT COMMITTEE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Administrator's report ADMIN. 31 - 86 be received; 2. That the Department Heads be established as the Risk Management Committee for the Town of Newcastle; 3. That the Risk Management Committee report to Council semi-annually on matters that should be addressed with respect to minimizing the Town's liability situations - Once in June prior to the renewal of insurance, and a second report as background for the budget discussions; 4. That the Newcastle Community Services Planning Board be requested to Bost a seminar on Insurance and Risk Management for all hall boards and community groups and that our insurance carriers be requested to provide technical backup for such a seminar. BACKGROUND AND COMMENT: With the rapidly escalating cost of municipal insurance, in particular municipal liability insurance, it is imperative that the Corporation seek ways and means to minimize our exposure to undue risks. In this connection, it is being suggested that a Risk Management Committee of department heads be formed ADMIN. 31 86 -2- to report semi-annually to Council. The function of the Risk Management Committee would be to identify potential areas of undue municipal liability and to attempt to address such situations in a way that minimizes the Town's exposure. The creation of this committee should reduce our exposure to liability in those buildings and functions that are operated directly by the Town. However, there are numerous hall boards and community groups that operate buildings and programs on behalf of the Town. It is equally important that there is a keen awareness through these groups of the potential risks and liabilities involved in day to day operations. It is therefore being recommended that the Newcastle Community Services Planning Board be requested to consider holding a Risk Management seminar to heighten hall board members and community groups ' awareness of such potentialities. Through greater awareness and improved communications, it is staff's belief that our exposure to unwarranted liability can be reduced.
