SUBJECT:
BOWMANVILLE CREEK FISH SPAWNING PROBLEM
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . That Administrator's report ADMIN. 29 - 86 be received for information;
2. That the Ministry of Natural Resources be formally advised that the
Town's actions with respect to problems experienced with the fish spawning
at Bowmanville Creek should be regarded as an interim measure and
that the Town formally requests the Ministry of Natural Resources whose
mandate it is to manage the fisheries resources of the Province to
examine the problem in conjunction with their master plan efforts and
advise Council of their plans to resolve the problem prior
to December of 1986;
3. That appropriate staff_be:=directed-_to attend the public meetings in
the general area sponsored by the Ministry of Natural Resources concerning
the master plan to reinforce the position of the Town of Newcastle with
respect to this problem.

BACKGROUND AND COMMENT:
At an earlier Council meeting, the C.A.O. was requested to examine the
problems associated with the fish run and spawn in Bowmanville Creek and report
to Council prior to next year. Staff contacted Ministry of Natural Resources
fisheries personnel at the Lindsay District Office to dialogue with respect
to this issue. Ministry officials indicated that they were aware of the
Town's actions and were grateful that the municipality had taken such an
interest. It was indicated that Ministry officials were aware of this
problem and had examined the possibility of installing a portable fish
ladder. This apparently, based upon a site visit, was found not to be
practical and at this point the Ministry is examining other options.
Some concerns were expressed by Ministry officials with the impact' that
might take place if too many salmon were lifted over the Vanstone Dam.
Apparently there is some concern that the brown trout population above the
dam might be distressed if too many salmon were lifted over the dam.
This report is being presented at this time so that the Town may clearly
state its position with respect to the issue and to effectively state this
position through any public meetings that may be held in the summertime in
conjunction with the development and refinement of the Ministry of Natural
Resources ' master plan. The requests of the Town contained in the
recommendations are reasonable in that it provides sufficient time for
Ministry officials to study the problem and develop an appropriate solution.
