REVIEW OF SCHEDULE OF COUNCIL AND COMMITTEE MEETINGS
1986, 1987 AND 1988
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1 . That Administrator's report ADMIN. 23 - 86 be received;'
2. That Council reconsider the schedule of Council and Committee
meetings established in Administrator's report ADMIN. 67 - 85. ���
BACKGROUND AND COMMENT:
When Administrator's report ADMIN. 67 - 85 was first presented to Council it
was referred to the incoming Council . Thereafter the incoming Council decided
to maintain the proposed schedule as contained in Administrator's report
ADMIN. 67 - 85 for a period of three months and requests thereafter that a
report be brought forward for Council 's consideration.
Since Council last considered this report, two letters have been received by
Council requesting that consideration be given to evening committee and Council
meetings . These letters have been attached to this report together with
a copy of Administrator's report ADMIN. 67 - 85.

In reviewing the matter of Council meetings and General Purpose and
Administration Committee meetings, it is hoped that Council can maintain
the same day for regularly scheduled meetings. In reviewing the heavy
schedules of Council members , it would seem most appropriate to maintain
Monday as the normal meeting date. Given the comments received from
individual citizens , Council may wish to alter the time of the meetings
so that some or all of the meetings take place in the evening.
If any change of the meeting time is established, staff would request that
the change not become effective until June 1st. This will provide sufficient
time to arrange a smooth transition from pre-notice that is required under the
Planning Act.

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1 . That Administrator's report ADMIN. 67 - 85 be received; and
2. That recommendations 2 through 5 in Administrator's report ADMIN. 67 - 85
be approved.
BACKGROUND AND COMMENT:
At the November 4th meeting of the General Purpose and Administration Committee,
Administrator's report ADMIN. 67 - 85 was referred to the new Council . It was the
feeling of the previous Council that the new Council should establish its meeting
dates. As such, this report is being brought forward at this time. In preparing
the report staff has attempted to minimize potential conflicts between local
schedules and schedules of Regional meetings.
If the General Purpose and Administration Committee wishes to make alterations to the
proposed meeting schedule, staff would request that consideration be given to
meetings that have already been scheduled with respect to Planning matters.
ADMIN. 70 - 85
Between Councils, staff have proceeded on the basis of scheduling meetings
for the tentative schedule that was put forward in the November 4th report.
This was done to avoid delays with respect to development applications.
If Council wishes to make any changes to the schedule, we would respectfully
request that no alteration of the schedule take place until February 1986.

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1 . That Administrator's report ADMIN. 67 - 85 be received;
2. That Schedule "A" to this report be adopted as the regular
meeting dates for the General Purpose and Administration
Committee and Council;
3. That all evening Council meetings be held at 7 p.m. in Court Room #1
unless otherwise advised;
4. That all General Purpose and Administration Committee meetings
scheduled for Mondays be held at 9:30 a.m. in Court Room #2,
unless otherwise advised;
5. That all Tuesday Council meetings or General Purpose and
Administration Committee meetings following a holiday Monday
be held at 9:30 a.m. in the basement auditorium of the Bowmanville
Branch of the Town of Newcastle Library.
BACKGROUND AND. COMMENT:
It is appropriate for Council to adopt a meeting schedule for all regular meetings of
Council and the General Purpose and Administration Committee. In developing the
proposed schedule, staff have been mindful of the commitments of Regional representatives
and have attempted to minimize those occasions where there will be conflict between the
two schedules.

Greetings Your Worship and Members of Council,
It is my understandi.n- that ;-o4 intend having a meeting sometime in March
to re-view the meL;1,1ct,, s,-; c lule of cc,uncil.
I have also read r m.xr lc, ,�t tribut(,,.l -o Councillor Cowan, which may well
be the understa-uemunt of the ,year. jtp,)-rreritly she has concluded that there
is an interest in the community that council hold meetings in the evenings.
The present location for council meetings, a small antechamber within the
Police and Fire Building, coupled with a Monday 9.30am start is hardly thought
to be conducive to much rateplyer participation. The fact that the present
council, and council pasts, hay,'e been able to get away with such general
contempt of the time considerations afforded raetpayers is beyond reasonable
comment.
I am writing to ask that a responsible elected person make a motion at the
meetin; in which this item is on the agenda, that all future meetings of both
General Committee and Council, ;together with all other meetings considered of
interest to ratepayers be held`.in suitable accomodation for public participation
at 7pm on Monday and on other Clays at the same time as designated by the Chief
Administrator.
Once this motion is made and seconded the appropriate By-Law can be prepared
which not only will make localgovernment more accessable and accountable to
all ratepayers it will also throw open the door to a wide range of citizens
able to add their skills and wisdom for consideration by all at future local
municipal elections. Local elections now in Newcastle are a cosy compact
for a selected few. The present meeting schedules prohibit all, with the
exception of those who are retired, self employed or housewives from seeking
election.
Looking ahead I can perceive all kinds of argument being put forward against .
my suggested motion. In an attempt to thwart a negative spanner being thrown
in the works I would like to say a few words from experience.
The City of Barrie has a population of about 50,000. Representation is by
the Ward system through five wards with the Mayor being elected at large.
From 1976 through 1982 I was a'� member of the city council in Barrie. All
meetin;s of General Committee and Council commenced at 7pm on Mondays. All
meetin;s of General Committee Were attended by all department heads. All
Council Meetings were attended. by staff heads as required. All pre-budget
meetin-s dealing with a budget of $30 million were held evenings at 7pm in
order that the public may attend. All meetings considered to be of general
interest to the public were advertized and started at 7pm evenings. All
meetings of Planning Board were held evenings at 7pm. To save time I can say
that all meetings that might be of interest to ratepayers and/or the spending
of tax dollars were held in the evening at 7pm.

Prior to the formal annexation by the City of Barrie of certain parts of

with every aspect o.0 such a tumultuous undertaking. All meetings in
relation to the process commenced at 7pm and in some cases
were attended L)y Oi t,ario C;�ibiAtet at that time.

to put for-"r!Ard hlLs p1,1n,> a new c:i;;;- hall. Another top Canadian Urban
Planner, Jack Diamond attended an ev�2idn.; meeting to discuss a plan for down-
town revitalization. What 14m trying, to point out is that evening meetings
do not inhibit good local government or prevent anyone ordinary or important
from beim a part of that process.
I am sending a copy of this letter to the Editor's of the local newspapers :
in the hope that they may be printed in order to arouse the ratepayers of
Newcastle to action. I hope unanimous accord is reached by all members of
council to provide all Newcastle Ratepayers full access to the local political
process which is their right.

There has been recent talk about a more open Town Council . This attitude
interests me. Would you please give consideration to holding all Council
meetings, including the General Purpose and Administration Committee, on
Monday evenings at 7:00 p.m. to make it easier for the majority of the
Town's public to attend. Such a step would be a positive demonstration
of a more participative attitude.
