Subject: SAFETY CONCERNS NEAR LORD ELGIN SCHOOL, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1 . THAT Report WD-4-95 be received;
2. THAT $100,000 be included in the proposed 1995 Capital Budget, for
Council's consideration, for the construction of a sidewalk on Fourth
Street, from Scugog Street to High Street and for the extension of the
sidewalk on Elgin Street to Fourth Street, Bowmanville;
3. THAT Durham Regional Police be requested to monitor vehicle speeds on
Scugog Street between Fourth Street and Jackman Road during the morning
and afternoon periods when children are crossing;
4. THAT a,copy of Report WD-4-95 be sent to Don McIvor, Principal, Lord Elgin
Public School, Jackie Braybrook and Hans D. Knecht; and
5. THAT Dan MacIvor, Jackie Braybrook and Hans D. Knecht be advised of
Council's decision.

2.0 BACKGROUND
2.1 At a regular meeting held on November 28, 1994, Council passed the
following Resolution:
"THAT the correspondence dated November 4, 1994 from
Jackie Braybrook forwarding a petition from concerned
parents requesting the installation of a sidewalk along
Fourth Street from Scugog Street to High Street, the
completion of the sidewalk from Elgin Street to Fourth
Street and the installation of a safe crossing at Elgin
Street into the park and school, be received;
THAT the correspondence be referred to the Director of
Public Works for review and preparation of a report to
be submitted to the General Purpose and Administration
Committee; and
THAT Jackie Braybrook be advised of Council's
decision. "
3.0 REVIEW AND COMMENT
3.1 1992 Concerns
On June 8, 1992, Gillian O'Connell, 139 Elgin Street, Bowmanville,
circulated a petition, with eighty-six (86) names on it, requesting safe
walkways and crossing guards to assist the children.
On August 29, 1992, Hans D. Knecht, 5 Fourth Street, Bowmanville,
circulated a petition, with twenty-seven (27) names on it, objecting to
a sidewalk on Fourth Street.
In view of the conflicting petitions, no further action was taken with
the petition for sidewalks.
3.2 Petition from Jackie Braybrook
The petition from Jackie Braybrook, dated November 4, 1994, requests:
i) A sidewalk on Fourth Street from Scugog Street to High
Street;
ii) Extension of the sidewalk on Elgin Street up to Fourth
Street; and

iii) A safe crossing at Elgin Street to cross Fourth Street.
4.0 REVIEW AND COMMENT
4.1 Need for Sidewalk on Fourth Street
Attachment No. 2 is a copy of the petition which was circulated by Jackie
Braybrook. Attachment No. 3 shows the location of the petitioners.
4.2 Number of Students
Enrolment at the Lord Elgin School has increased from 262 students in 1992
to 432 students in 1994. Approximately twenty-four (24) students must
cross Scugog Street and walk along Fourth Street, on which there is no
sidewalks, to reach the Lord Elgin School.
Since Lord Elgin School is .a Junior Kindergarten to Grade 6 school, the
age of the children varies from age 4 to 12.
4.3 Location of the Sidewalk
The location of the sidewalk on Fourth Street (north side or south side)
will be determined during the design phase and in consultation with the
residents in the area.
The need for extending the sidewalk on Elgin Street up to Fourth Street
will also be examined during the design phase.
4.4 Safe Crossinsa at Elcain Street to Cross Fourth Street
The request for a crossing at Elgin Street to cross Fourth Street will be
dealt with during the design phase of the project and in consultation with
the residents.
4.5 Information Centre
If the project is approved by Council for inclusion in the 1995 Budget,
we will proceed with the design, look at various options and consult with
the residents at an Information Centre.
4.6 Cost
It is difficult to estimate the cost of the project until completion of
the design and consultation with the public. For the purpose of the 1995
Budget, we will use an estimate of $100,000.

5.0 CONCLUSIONS
From the above, it is concluded that sidewalks are required to improve
safety for children walking to the Lord Elgin Public School.

RE : LORD ELGIN SCHOOL
Enclosed please find a petition signed by a number of concerned
parents regarding the potentially dangerous situation with children
crossing roads and walking home on roads with no sidewalk from the
above school .
We would be pleased to have you bring this matter to the attention
of yourself and the Council because for a start the Petition asks
that a sidewalk be installed along Fourth Street from Scugog east
to High Street . We also would like you to consider the completion
of the sidewalk from Elgin down to Fourth . Also a SAFE CROSSING at
Elgin across Fourth Street into the Public Park and school .
I understand the Parks Commission is looking into reconstructing
the Public Park and possibly putting angle parking along the park ,
if so , the need for this sidewalk will be even greater . The street
is already very busy at school times with school traffic and buses
and the new subdivisions in the Jackman Road area is only
increasing the volume . - -
We the parents who have signed the petition are gravely concerned
about the safety of our children and feel this matter should be
dealt with promptly before someone gets seriously hurt .
If you have any questions concerning this matter please do not
