Subject: SPRINGFIELD SUBDIVISION, PHASE 2, PLAN 40M-1709,
CERTIFICATE OF ACCEPTANCE, STORM SEWER SYSTEM
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-5-95 be received; and
2 . THAT the Director of Public Works be authorized to issue a
'Certificate of Acceptance' for the storm sewer system
constructed within Plan 40M-1709.

2.0 BACKGROUND
2 . 1 On August 15, 1991, the former Town of Newcastle entered into
a subdivision agreement with 708545 Ontario Limited to develop
lands by plan of subdivision, located in Courtice, and

described as Plan 40M-1709 (Attachment No. 1) . The agreement
required the developer to construct all roadworks, including
hot-mix paving, curb and gutter, sidewalks, boulevard sodding
and street trees, a storm drainage system and street lights,
hereinafter referred to as the 'Works' .
2.2 The subdivision agreement provides for the separation of the
Works into four (4 ) stages:

a) Storm Sewer System;
b) Roads and Above Ground Services;
c) Tributary Stormwater Management Works; and
d) Stormwater Detention Work and Water Quality Work.
2 .3 The Storm Sewer System was completed and a 'Certificate of
Completion' was issued dated December 4, 1992 . The system was
placed on a two (2) year maintenance period which expired on
December 4, 1994 . The works were subsequently re-inspected
and all deficiencies have now been corrected to the
satisfaction of the Director.
2.4 It is appropriate to issue a 'Certificate of Acceptance' for
the Storm Sewer System. The subdivision agreement provides
for this certificate to be issued by the Director of Public
Works, subject to the approval of Council.
