THAT Report WD-6-95 be received; 2 . THAT resurfacing/regrading of Wilmot Street be completed in 1995; and 3. THAT Mr. Bill Bradbury of Newcastle Paralegal Services and the five affected residents be advised of Council's decision. REPORT 1.0 ATTACHMENTS No. 1 : Key Map No. 2 : Letter dated September 28, 1994, from Wenda and Alan Kirby 2.0 -BACKGROUND 2 . 1 At a regular meeting held on October 11, 1994, Council passed Resolution #C-628-94 : "THAT the correspondence dated September 28, 1994 from Bill Bradbury, Newcastle Paralegal Services regarding property located at 57 4 EP CYC" APERAPER EoYC« n+i515 PI1 MFo IXJ RECYCLED PAPER REPORT NO. : WD-6-95 PAGE 2 Wilmot Street in the Village of Newcastle, be received; THAT the correspondence be referred to the Director of Public Works for review and preparation of a report to the General Purpose and Administration Committee; and THAT Bill Bradbury be advised of Council's decision. " 3.0 REVIEW AND COMMENT 3. 1 Surface waters from Regional Road 17 and lands on the north side of Wilmot Street presently drain across the road to the south side. The water then travels westerly along the south side of the road, dropping down to an existing culvert pipe/watercourse in front of the Kirby residence. Since there are no functioning ditches, the water tends to build up and flow in an arbitrary, uncontrolled manner along the surface, causing erosion damage at the Kirby driveway. 3.2 Improved grading of the gravel shoulder at the east limit of Wilmot Street was completed in December, 1994 . This I alleviates some of the problem by redirecting surface water directly to the existing creek. 3.3 Further to the west, an existing 27 inch (675 mm) culvert pipe i travels along the entire south side of the roadway. An existing culvert on the north side of Wilmot Street (opposite the Kirby residence) presently drains southerly into the 27 inch pipe. A new catchbasin has been installed on the south side of the road, using the existing culvert system. REPORT NO. : WD-6-95 PAGE 3 3.4 The road will be resurfaced this summer, at which time grading will be carried out to ensure surface water is directed into the culvert at the north side and the new catchbasin on the south side of the road. 4.0 CONCLUSIONS 4 . 1 By regrading the shoulder at the east limit of Wilmot Street, the volume of water flowing westerly down the street to the Kirby residence has been reduced. In addition, the installation of the new catchbasin on the south side of the road, along with the resurfacing/regrading to be done in 1995, will further reduce the volume of water flowing across the Kirby driveway to the creek. Mr. and Mrs. Kirby have brought to the attention of the Public Works Department the severe problems they are experiencing with Wilmot Street in relation to their driveway. The situation is such that the existing slope of Wilmot Street causes a run-off. This run-off consequently has resulted in damage by the way of erosion to the Kirby's driveway and retaining wall. As wel 1, major .icing problems are created in the winter. Whi 1 e Public Works was synpa theti c to the Kirby's problem, they did e plain that because the actual problem exists on municipal property, the matter must first be brought to Council. Accordingly, I, as Mr. and Mrs. Kirby's representative, ask that this matter be heard by Council at ,the meeting being held on October 11, 1994.
