Subject: OPPORTUNITY TO USE APPROXIMATELY 10,000 TONNES OF RECLAIMED ASPHALT PAVEMENT Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-18-95 be received; 2 . THAT the procedures set out in the Purchasing By-law No. 94- 129, Item 6, be waived for this particular transaction; 3. THAT staff be authorized to issue a purchase order to Miller Paving to provide the necessary labour and equipment, on a daily rental basis, at an estimated cost of $90,000 to prepare and apply the Reclaimed Asphalt Pavement (RAP) FORTHWITH; and 4 . THAT the funds be drawn from the 1995 Public Works Budget, Account No. 7205-01003-0261. REPORT 1.0 BACKGROUND 1. 1 On August 3, 1994, the Ministry of Transportation advised the Municipality of Clarin ton they would be proceeding during 1995 with the resurfacing of Highway 35/115, from Highway 401 to Durham Region Road 17 Orono g , . As part of the resurfacing they would be milling off 40 mm of the existing surface resulting in approximately 10,000 to 13,000 tonnes of RPaPE�° ECYCLLE THIS IS PRIMED IXJ RECYCLED PAPER REPORT NO. : WD-18-95 PAGE 2 reclaimed asphalt. As per the Ministry of Transportation policy, this raw material was first offered to Clarington, as the resident Municipality, for its use prior to the material being offered to other parties. Clarington accepted the offer of the reclaimed asphalt pavement material at no charge, FOB the Ministry of Transportation Newcastle Patrol Yard. 2.0 REVIEW AND COMMENT 2. 1 Recycling Savings This recycling pilot project will be closely monitored by the Ministry of Transportation. The raw material has a significant value as a road building material. Once crushed, then prepared and applied with a "Midland Paver" , it provides a roadway comparable to finished pavement at less than half the cost. The estimated cost of using the reclaimed asphalt is $24, 000 per km, while new asphalt is $60,000 to $70,000 per km. 2.2 Locations Approximately 3,000 tonnes will be used on the Waterfront Trail, resulting in material purchase savings. Approximately 8,000 tonnes will be utilized over 3.5 kms of roadways during the 1995 surface treatment and asphalt resurfacing program. The recycled asphalt pavement material would be used on sections of Station Street in Orono and Concession Road 4 east of Highway 35/115. The use of the "Midland Paver" and the reclaimed asphalt will result in a saving of approximately $143, 000 which will be used to resurface additional roads. In addition, there will be a saving for the work on the Waterfront Trail. REPORT NO. : WD-18-95 PAGE 3 2 .3 The Process The material will be milled from the surface by the Ministry of Transportation contractor and stockpiled at the Ministry of Transportation Newcastle Patrol Yard. Sufficient funds have been included in the 1995 budget for Clarington to hire a crusher through the tendering process. Once crushed, the material must be used within a few days before the pile solidifies into a solid mass. The raw material will be transported by a combination of Municipal and rented equipment to a "Midland Paver" which will prepare the raw material, then apply the finished pavement surface. The daily rental of the "Midland Paver" and crew will use approximately $90,000 of the $300,000 which has been budgeted in Account No. 7205-01003- 0261 . 2.4 Exemption From Tendering Process The Ministry of Transportation contractor will commence the milling process on approximately June 12, 1995. As noted, the pile of raw material will solidify if the Municipality does not have its equipment and contractors in place to process the material. The crushing part of the project will be tendered to the various contractors, but Miller Paving is the only known contractor in the area to have a "Midland Paver" machine. Miller Paving has both the equipment and experience to perform this valuable service on a timely basis and successfully complete this project. The price quoted is considered reasonable by staff and a substantial savings over new asphalt. In this situation there appears to be no financial benefit of tendering the "Midland Paver" material application portion of the work which may cause unnecessary delays and jeopardize the project. If the Municipality cannot accept the full quantity of material, the Ministry of Transportation has short notice to find another recipient. REPORT NO. : WD-18-95 PAGE 4 3.0 CONCLUSIONS 3. 1 From the above, it is concluded that there will be a considerable savings in the 1995 resurfacing program which can be used to resurface additional roads and that, since Miller Paving is the only contractor who has a " Midland Paver" , the procedure set out in the Purchasing By-law 94-129 should be waived.
