THAT Report WD 24 95 be received; 2. THAT regulatory speed limits be reduced on the following public roadways: a) Darlington Park Road, from 80 km/hr to 60 km/hr b) Courtice Road, south of South Service Road, from 80 km/hr to 50 km/hr C) South Service Road, from Courtice Road to Osbourne Road, 80 km/hr to 60 km/hr d) Osbourne Road and Solina Road, south of Service Road, 80 km/hr to 50 km/hr e) Holt Road, Baseline Road to Ontario Hydro, 80 km/hr to 60 km/hr f) South Service Road, Holt Road to Martin Road, 80 km/hr to 60 km/hr g) South Service Road, from Martin Road to Waverly Road, 80 km/hr to 50 km/hr h) South Service Road, from Bennett Road westerly to south limit, from 80 km/hr to 50 km/hr i 109905 PAPIER PA RECYCIED ECYCLE ­S G PRIEM M RECYCLED PAPER REPORT NO. : WD-24-95 PAGE 2 i) Wilmot Creek Road from Bennett Road to Wilmot Creek Development, 80 km/hr to 50 km/hr j ) South Service Road from Cobbledick Road, westerly to Wilmot Creek Development, from 80 km/hr to 60 km/hr 3. THAT regulations be implemented on sections of Osbourne Road and West Beach Road to prevent vehicles from parking/stopping on certain sections of public roadways which form part of the Waterfront Trail; and 4 . THAT the proposed By-laws attached to Report WD- -95 be passed by Council. J. Strickert, Director, Darlington Nuclear Generating Station 2.0 BACKGROUND 2 . 1 The Waterfront Trail is set in a greenway stretching approximately 275 kilometres between Burlington and Trenton. Council approved the concept and joined the other waterfront municipalities in creation of the trail as a result of Report PD-8-94 . Public Works Staff was considering appropriate speed zones along a number of roadways for safety reasons and the recent I i 10 906 REPORT NO. : WD-24-95 PAGE 3 creation of the Waterfront Trail has provided further justification and prompted action to be taken. The route of the proposed Waterfront Trail is illustrated on Attachment No. 1. The route has been examined in detail from a traffic safety point of view. 3.0 REVIEW AND COMMENT 3. 1 Although the Waterfront Trail is a separate entity along much of the proposed route, portions of the interim alignment are to be shared with motorized vehicles on existing public roadways. The roadways or shoulders are not presently being widened or improved to accommodate increased use as a result of the trail during this interim period but may be re-examined if trail usage indicates changes are warranted. A number of the roadways are not posted with speed signs, but under the Highway Traffic Act are considered 80 km/hr zones outside of a built-up area. If the regulatory speeds are lowered to 60 km or 50 km/hr the trail should become safer and more accepted by pedestrians and cyclists. The table below shows the effect slower speeds have on a motorist's stopping distance. The lower posted speed will not ensure compliance but will provide Durham Regional Police Service with greater flexibility to charge the top end offenders. Meters Stopping/ Speed Per Braking Sight Km Hr Second Distance Distance 50 14 .0 27 m 65 m 60 16.8 42 m 85 m 80 22 .0 79 m 135 m i i � �� 1 907 REPORT NO. : WD-24-95 PAGE 4 3.2 Roadways on the Waterfront Trail 3.2 . 1 Darlington Park Road, from Courtice Road to Darlington Park Characteristics: • advisory 40 km/hr posted for 600 m at the "S" bend just west of Courtice Road with no posted regulatory speed • rough rail road crossing at a 45 degree angle east of Down Road majority of traffic generated by Darlington Provincial Park • higher than normal percentage of tourists • length of road section 1,300 m 1 6.8 m wide asphalt surface • 1.5 m wide gravel shoulder 4 assumed speed under Highway Traffic Act 80 km/hr Recommendation Post regulatory speed at 60 km/hr and maintain even if final trail alignment is moved off the roadway. 3.2 .2 Courtice Road, from South Service Road southerly Characteristics • majority of traffic generated by provincial park • higher than normal percentage of tourists • northern 200 m section must be crossed by trail users 0 narrow misaligned subway south of Darlington Park Road leading to a narrow gravel road 0 length of entire road section 1,000 m 4 6.0 m wide asphalt surface to 6.2 m gravel surface • 0.4 m wide gravel shoulder to no shoulder i 109908 REPORT NO. : WD-24-95 PAGE 5 Recommendation Post regulatory speed at 50 km/hr and maintain even if final trail alignment is moved off the roadway. 3.2.3 South Service Road from Courtice Road to Osbourne Road Characteristics 0 traffic generated by Ontario Hydro and car auction • must be crossed by trail users • high speed traffic often above 80 km/hr cars often parked illegally both sides at car auction length of road section 850 m • 6.8 m wide asphalt surface • 1.5 m wide shoulder Recommendation Post regulatory speed at 60 km/hr but return to 80 km/hr if trail is moved off the roadway. Change no parking area to no stopping to increase the fines. 3.2.4 Osbourne Road and Solina Road Loop Characteristics 0 low volume traffic, 1,750 m forms part of trail some parked cars and volume generated by car auction j • soccer fields/park on Solina Road • two (2 ) sharp bends • length of entire road section loop 2,630 m 4 4 .6 m wide gravel/sand surface, narrow 0 0.0 m wide gravel shoulder (none) Recommendation Post regulatory speed at 50 km/hr and maintain even if trail is moved off the roadway. I 91) 0 9 REPORT NO. : WD-24-95 PAGE 6 The speed reduction on South Service Road from 80 km/hr to 60 km/hr will have an impact on the workers at the Darlington Nuclear Generating Station. For this reason, a copy of the draft report was forwarded to Mr. R. J. Strickert, Director, Darlington Nuclear Generating Station. His reply (Attachment No. 4) is supportive of the reduction of the maximum speed on South Service Road. 3.2 .5 South Service Road, Holt Road to Martin Road Characteristics traffic generated by Ontario Hydro • traffic often travels above 80 km/hr • "S" bend near Holt Road, advisory 40 km/hr for 250 m • trail must cross South Service Road • length of road section 2,600 m • 7 .4 m wide asphalt surface • 1.8 m wide gravel shoulder Recommendation Post regulatory speed at 60 km/hr but return to 80 km/hr if the trail is improved or relocated away from the travelled portion of the road. (Note: Compliance with posted speed expected to be low. ) I 3.2 .6 West Beach Road Characteristics j • presently posted at 50 km/hr • advisory 40 km/hr around curve located between two (2 ) bridges • no stopping signs posted on bridges i 1 �) X910 REPORT NO. : WD-24-95 PAGE 7 • fishermen often park on both sides of the road creating hazardous conditions of one ( 1) lane traffic and poor sight lines • residents have asked for extended no stopping zone • length of road section 750 m • 6.3 m wide asphalt surface i 0.6 m wide gravel shoulder Recommendation Post no stopping to keep road clear and encourage fishermen to use conservation area parking lots. 3.2.7 South Service Road, Martin Road to Waverly Road Characteristics W traffic generated by 401 ramp • heavy trucks enter/exiting 401 plus service station • heavy turning movements • curve east of Martin Road • various pavement widths with turn lanes 4b0WL._length._of_ road section 400 m • 7 .4 to 10.8 m wide asphalt surface • 1.5 m wide gravel shoulder • assumed speed under highway traffic act 80 km/hr Recommendation I Post regulatory speed at 50 km/hr and maintain even if final trail alignment is moved off the travelled portion of the roadway. 109911 REPORT NO. : WD-24-95 PAGE 8 3.2 .8 South Service Road, East Beach Road to Bennett Road Characteristics • curves posted as advisory 50 km/hr and 60 km/hr 0 poor alignment and grade under railway advisory 20 • asphalt changes to gravel surface near railway underpass • length of road section 1,700 m • 6.9 m wide asphalt surface becomes 6 .3 m wide gravel surface • 1.0 m wide gravel shoulder becomes 0.0 wide gravel shoulder • assumed speed under highway traffic act 80 km/hr Recommendation Post regulatory speed at 50 km/hr and maintain even if final trail alignment is moved off the travelled portion of the roadway. 3 .2 .9 Additional Safety Measures In addition to the reduced speed zones, motorists will be advised of trail crossings and usage with warning signs. l 3.3 Other Roadways 3 .3. 1 Wilmot Creek Road Characteristics I i • curves leading to Wilmot Creek Development • -short 450 m in length 4 6.7 m wide asphalt surface 6 1. 0 m wide gravel shoulder • high percentage of senior motorists • assumed speed under highway traffic act 80 km/hr i 109912 REPORT NO. : WD-24-95 PAGE 9 Recommendation Post regulatory speed at 50 km/hr 3.3.2 Holt Road, Baseline to Ontario Hydro Characteristics 4 traffic generated by Ontario Hydro 4 Ontario Hydro has requested speed be lowered to 60 km/hr on Holt Road to reduce vehicle speeds approaching the intersection and their gate house 4 The Ministry of Transportation supports the speed reduction to improve safety on the bridge and at the intersection length of road section 1,000 m 4 7 .4 m wide asphalt surface 4 1.0 m wide gravel shoulder Recommendation Post regulatory speed at 60 km/hr and maintain regardless of final trail alignment. 3.3.3 South Service Road, Wilmot Creek Development to Cobbledick Road Characteristics 4 low traffic volumes 4 mostly senior drivers from Wilmot Creek Development 4 length of road section 1,300 m 4 6.9 m wide asphalt surface 0.6 m wide gravel shoulder 4 assumed speed under Highway Traffic Act 80 km/hr Recommendation Post regulatory speed at 60 km/hr to be consistent with Cobbledick Road. 1 ► ` `� 13 REPORT NO. : WD-24-95 PAGE 10 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that regulatory speed limits should be reduced to 60 km/hr or less on these public roadways some of which also form sections of the Waterfront Trail. 4 .2 No stopping regulations should also be created to improve safety on specific areas of the Waterfront Trail.
