THAT Report WD-25-95 be received; 2 . THAT the request to paint a yellow centreline on Enfield Road between Concession Roads 8 and 9 be DENIED; and 3. THAT a copy of Report WD-25-95 be forwarded to Patricia McLellan and that she be advised of Council's decision. REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2 : Correspondence dated March 1, 1995, from Patricia McLellan No. 3: Copy of Report WD-63-91 dated July 8, 1991 2.0 BACKGROUND 2 . 1 At a regular meeting held on March 13, 1995, Council passed Resolution #C-182-95 as follows: "THAT the correspondence dated March 1, 1995 1001 `CYC"P4PER 'RECYICLE 14145 6 PNtlIED Ott RECYCLED PAPER REPORT NO. : WD-25-95 PAGE 2 from Patricia McLellan regarding a yellow centreline on Enfield Road, be received; THAT the correspondence be referred to the Director of Public Works for review and preparation of a report to be submitted to the General Purpose and Administration Committee; and THAT Patricia McLellan be advised of Council's decision. " 3.0 REVIEW AND COMMENT 3. 1 The letter dated March 1, 1995 (Attachment No. 2 ) requests the yellow centreline to prevent accidents in bad weather with the offer to pay for the paint if the Municipality pays for the machinery and labour. 3.2 Extensive Review Done in 1991 An extensive review was done in 1991 regarding the feasibility of painting centrelines on Concession Roads (Report WD-63-91, Attachment No. 3) . Council approved the recommendations in the report: i 112 . THAT only concession roads which meet the warrants listed in the Manual of Uniform Traffic Control Devices be considered for centreline painting; and i 3. THAT provision be made in the 1992 Budget, for Council's consideration, for centreline and edge line painting all roads which meet the warrants. " I 1002 REPORT NO. : WD-25-95 PAGE 3 3. 3 Some Facts 3.3. 1 The estimated cost to centreline paint a kilometre of road in the first year is $535 and in the second year is $377 . The cost in the first year is higher than in the second year because the road has to be "pre-marked" in the first year, but not in the following years. 3.3.2 The estimated annual cost to centreline paint Enfield Road, from Concession Road 8 to Concession Road 9, in the first year is $1, 120 and in the second year is $800 . 3 .3.3 The estimated annual cost to centreline paint all of the Concession Roads in Clarington is $309, 000. 3.3.4 The estimated annual cost to centreline paint all of the roads in Clarington (75 km) which meet the warrants from the Manual of Uniform Traffic Control Devices is $28,262. 3.3.5 The 1995 budget for centreline painting is $20,000. This i provides sufficient funds to centreline paint 53 kms of the 75 kms of roads which meet the warrants from the Manual of Uniform Traffic Control Devices. 3 .4 Enfield Road Characteristics Enfield Road north of Taunton Road is Regional Road 34 . This Regional section is straight, 7 metres wide with a two (2) metre shoulder on each side. It is smooth asphalt with a painted centreline. When a motorist travels north of Concession Road 8 (Regional Road 3) the Clarington section has no centreline, is straight, rough primed surface, narrower pavement width of 6.5 metres and narrow shoulders of 0.5 metres. I 1003 i REPORT NO. : WD-25-95 PAGE 4 There have been no reported accidents on Clarington's road section over the past three (3) years. The fact that the painted line stops at Concession Road 8 should indicate to motorists that the road has changed and they should adjust their speed to compensate for the different road characteristics. Motorists on Enfield Road may experience difficult conditions in bad weather, but so do drivers on all concession roads. It should also be noted that often during bad weather, pavement markings are obscured and ineffective. 3.5 Offer to Share Costs The offer of the petitioners, none of which even live on this road section, to pay for the paint is impractical. The paint is only a small portion of the expenditure and once applied by the Municipality would become an annual expenditure to taxpayers. 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that there are several roads in Clarington which meet the warrants for centreline painting which are not being done because of lack of funds which have a higher priority than Enfield Road between Concession Roads 8 and 9 . " 3.0 REVIEW AND COMMENT 3. 1 A survey was conducted of other municipalities in the Region regarding line painting Concession Roads. CITY OF O5HAWA• The City of Oshawa follow guidelines listed in the Manual of Uniform Traffic Control Devices . Centerline paint exists on 3.6 km (2 .2 miles) of the 70.3 km (43 . 7 miles) of paved rural roads. PICKERING AND AJAX: Pickering and Ajax do not provide centerline painting on rural roads . TOWN OF WHITBY• The Town of Whitby provides centerline painting on 19 km (11.8 miles) of rural roads which are considered main collector rural roads with heavy traffic volumes. 3 .2 Pavement markings have definite functions to perform in a proper scheme of traffic control. Pavement markings warn of any unusual or hazardous condition and serve to organize and control motorists through a hazardous or congested zone. They are used to supplement the regulations or warnings of other devices such as traffic signs or signals. In some cases, such as turning lanes, they may serve by themselves to convey warnings in an effective manner. I i . . .3 1 09 0 , 1011 REPORT NO. : WD-63-91 PAGE 3 3. 3 Pavement markings have definite limitations . They may be entirely obliterated by snow or sand, they are not clearly visible when wet, they have limited durability on surfaces exposed to heavy traffic and require repainting more than once per year. In spite of the limitations they have the advantage under favourable conditions of conveying warning or information to the motorist without diverting his attention from the roadway. 3.4 Pavement markings have no legal authority and are only a guide to supplement other regulatory warnings or devices . A driver on a rural road cannot be charged for straddling a centerline. If the motorist interferes with other traffic the driver could then be charged with failing to share the road. This charge could be laid with or without the centerline being present. 3.5 The Ministry of Transportation of Ontario publishes the Manual of Uniform Traffic Control Devices. The manual lists warrants and guidelines for direction dividing lines on rural roads as follows: C 2 . 02 . 01 (A) Two Lane Rural Highways Dividing Lines: ( 1) Throughout their length where the pavement is 6 m (19.7 ft) or over in width and they carry two way peak hour volumes of 200 vehicles or more; (2) Throughout their length where the pavement is 5 .5 m (18. 0 ft) to 6 m ( 19.7 ft) in width and they carry two way peak hour volumes of 100 vehicles or more; (3) Throughout their length where the pavement is 5 m ( 16.4 feet) to 5.5 m (18.0 feet) in width and they carry two way peak hour volumes of 50 vehicles or more; i (4) In sections where the accident record indicates a need for defining the division of the roadway between traffic travelling in opposite directions; . . .4 I ^ .. 1 012 �: REPORT NO. : WD-63-91 PAGE 4 (5) In areas where the roadway is likely to be obscured frequently by atmospheric conditions . 3 . 6 In addition to the yellow centerline, the Manual also lists guidelines for white edge lines on ,rural roads . C 2 . 05 Pavement Edge Lines• Line markings to delineate the pavement edge or in instances where the shoulder is paved, to separate the shoulder from the travelled lane shall be used on sections of highways. (A) Where the shoulder is paved; (B) In advance of and over all bridges; (C) 150 m (492 feet) in advance of, and around all curves having an advisory speed less than the posted speed limit; (D) On merging or diverging lanes; (E) On pavement width transitions; (F) Where obstructions on the shoulder are within 60 cm (2 feet) of the pavement edge or edge of the travelled lane and thus may constitute a hazard to the motorist; (G) Where there are peculiar physical conditions or frequent occurrences of fog. 3.7 There are disadvantages to line painting rural roads which do not meet the warrants. If limited funds are spent on unwarranted locations the hazardous locations may not receive the required markings. If an entire road is centerlined painted it detracts from the more serious hazards of curves or bridges . Line Painting unwarranted locations puts an unnecessary financial burden on the tax payer. 1013 REPORT NO. : WD-63-91 PAGE 5 3 .8 The Public Works Department operates its own paint spraying equipment which is used for the following line painting: pedestrian crosswalks school bus loading zones disabled person symbols stop bars direction arrows hatch marks parking stalls parking lots 3 .9 All centerline painting on Town streets is contracted to the Region of Durham who have the equipment for this type of work. During 1990 the Region painted 5.3 km of white edge lines and 31 km of centerline at a total cost of $15,400. The Region has provided an estimated 1991 cost to pre-mark and paint center lines of $588 per km ($946 per mile) for the first year. The second year pre-marking would not be required and the price would be $450 per km ($724 per mile) . Ordinarily all lines are painted once .per year and should be done in the spring. 3. 10 The cost to paint all centerlines and edge markings which meet the warrants would be $58,000 in the first year, and based on 1991 prices, would be $55,000 in the second year. 3.11 The cost to paint centerlines on all concession roads would be $236,000 in the first year and $189,000 in the second year. 3.12 The 1991 approved Budget provided for $27,000 for centerline and edge painting. . . .6 0 9 `� C 1014 REPORT NO. : WD-63-91 PAGE 6 4.0 CONCLUSIONS 4 . 1 Based on the above, it is concluded that centerline and edge line painting should be provided only at warranted locations .
